6. SODC Draft Statement of Community Involvement

To approve the Council’s response to the Consultation Draft Statement of Community Involvement from South Oxfordshire District Council. This had been delegated to the Neighbourhood Plan Continuity Officer, following a separate meeting with Members in line with accepted consultation response process.

7. Wenman Road Consultation – Proposed Parking Restrictions

To consider making a formal response to the consultation on the proposed changes to parking restrictions and pedestrian crossing facilities in Wenman Road which are being put forward in order to help prevent obstruction to traffic entering and exiting the new development, and to ensure the safety of pedestrians in the vicinity. The effect of the proposal will be to a) introduce Double Yellow Lines (No Waiting at any Time) along the southern side of the carriageway leading from the access road into the new housing development, and into the junction, and b) to construct a Puffin crossing (a signal controlled crossing for use by pedestrians) north of the new access road.

The deadline for responses to be submitted is 17 March 2017.

a) P17/S0002/HH – Amendment No. 1, 21 Lashlake Road – to note the original planning application was recommended for approval at the Planning & Environment Committee meeting on 31 January 2017. Given the amendment shows a change to parking space orientation which would further enhance the proposals, it is proposed to make no further comment. However, if any Councillor has specific concerns please be prepared to raise them in the meeting.

b) P17/S0152/HH – Amendment No. 1, Lashlake House, Aylesbury Road – to note the original planning application was recommended for approval at the Planning & Environment Committee meeting on 31 January 2017. Given the amendment shows a gradual step down in the fence line to the boundary wall which would further enhance the proposals, it is proposed to make no further comment. However, if any Councillor has specific concerns please be prepared to raise them in the meeting.

c) To note the information provided on the Formal Consultation to Disabled Persons Parking Places (DPPPs) changes in South Oxfordshire. The one proposal that affects Thame is the proposed removal of the DPPP in Wellington Street. The request for a DPPP in the High Street has been withdrawn as the applicant is now housebound.

d) Consultation on Proposed Main Modifications to Oxfordshire Minerals and Waste Local Plan: Part 1 – Core Strategy and Sustainability Appraisal Report Update, February 2017. Oxfordshire County Council considers that these Main Modifications are necessary to make the Core Strategy sound and is therefore making a formal request to the Inspector to recommend modifications to the Plan.

The period for making representations on the Proposed Main Modifications and the SEA / SA report update runs for a period of six weeks from 3 February 2917 to 20 March 2017.
