To note that the Town Council has been consulted on this application prior to it being submitted to SODC. Any comments on the pre-application must be submitted by 14 March 2024.

9) MW.0163/22 – Land adjacent Sewage Works, Moorend Lane, Thame – Amendment No.2

Use of part of the land as a permanent aggregate and soil recycling facility, with final restoration of the remaining land to agriculture by regrading already deposited materials. Erection of a new site office and weighbridge, and retention of the surfacing of part of the site with hardcore.

Due the timing of receiving the amended plans and the end date of the consultation, to consider delegating the Town Council’s response to the Neighbourhood Plan Continuity Officer.

Members should be prepared to raise any comments / concerns with the amended plans at the meeting.

b) Amended Plans & Contrary Decision – P23/S4257/A and P23/S4265/LB – 11 Upper High Street – New dental surgery with proposed internal stud partitions, new flooring, lighting and relocation of HVAC. A non-illuminated fascia sign at high level, two non-illuminated signs over the windows and a hanging sign (External illumination omitted from hanging sign as shown on amended plans received 14 February 2024).

To note that the Town Council was notified on 21 February 2024 that amended plans had been submitted removing the external illumination from the hanging sign. Officers consider that the amended plans would not remove the Town Council’s objections made on 20 February 2024.

To further note that planning permission was granted on 1 March 2024 contrary to the Town Council’s recommendation to object on the grounds of non-traditional materials and the hanging sign placement above a doorway serving a separate use.

 

c) Prior Approval Notification – P24/S0686/N5C – Shaw Trust, 95 High Street – Change of use of Class E floor space above ground floor shop premises to a self-contained flat.

The notification listed above seeks determination from the District Council as to whether the prior approval of the authority is required related to: a) transport & highways impacts of the development b) contamination risks on the site and c) flooding risks on the site.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns, please be prepared to raise them in the meeting.
