2. Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.
3. Civic Announcements
To receive the report of the Mayor and any such communications as the Mayor may wish to lay before the Council.
4. Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.
5. Climate Emergency
To receive a presentation on the Climate Emergency from Thame Climate Alliance.
To consider the motion that Thame Town Council:
a) Agrees to commit to some immediate actions, and commit to complete a detailed Strategic Action Plan aimed at doing all within its powers to contribute to halving Thame’s CO2 emissions by 2030, and to aim towards reaching net zero carbon in Thame by 2040.
b) Agrees to report back on this plan and its progress in 6 months’ time.
c) Declares a ‘climate emergency’ to give the issue the focus and awareness it needs.
6. P19/S1596/FUL – Park Meadow Cottage Thame Park Road
Erection of two 2-bed dwellings and four 3-bed dwellings
To consider the planning application and agree a recommendation.
7. Midsomer Plaques
To consider whether to make an appeal in relation to the refused planning application P18/S2735/LB.
8. Report from County Councillor N Carter
To receive the report of County Councillor N Carter (10 minutes maximum).
9. Reports from South Oxfordshire District Councillors
To receive reports from Cllrs D Bretherton, K Gregory and P Barker (Maximum of 5 minutes each).
10. Members Questions (under Standing Order 11)
A Member may ask the Mayor any questions concerning the business of the Council.
To approve the Minutes of the Council Meeting held on 14 May 2019.
12. Planning & Environment Committee
To note the minutes and consider any recommendations arising from the meetings on 21 May 2019 and 11 June 2019.
13. Neighbourhood Plan Continuity Committee
To note the minutes and consider any recommendations arising from the meeting on 21 May 2019.
14. Internal Audit
To note the Internal Audit has taken place earlier today and Report 2018-19 – Final Update will follow under separate cover.
15. External Audit / Annual Governance and Accountability Return (AGAR) / End of Year Accounts 2018-19
i) To approve Section 1, the Annual Governance Statement, on page 4 of the AGAR.
ii) To receive the Unaudited Financial Statements for the year ending 31 March 2019.
iii) To approve Section 2, the Accounting Statements, on page 5 of the AGAR.
16. Mayor of Thame Charity Trust
To receive the annual technical summary of the Mayor of Thame’s Charity Trust for the year 2018-19.
To agree the recommendations from the Grant Awards Panel.
18. Thame Football Partnership / Artificial Pitch
To note that a further change of scope to the Artificial Pitch planning application has been agreed by Oxfordshire County Council and the Thame Football Partnership Artificial Pitch Working Group (on behalf of the Town Council), to include two additional stands, turnstile and toilet upgrades to the main pitch.
19. APP/Q3115W19/3228431 – P18/S3596/FUL – Land at The Elms, Upper High Street
The erection of a ‘Housing with Care’ development (Use Class C2) and a communal residents centre; the creation of new public open space; the provision of new pedestrian / cycle links from Upper High Street to Elms Road and Elms Park; repairs and alterations to the boundary walls and entrance of Elms House; and associated infrastructure works and landscaping.
To note the above appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application.
To further note that as agreed at the Planning & Environment Committee meeting on 11 June 2019 the Neighbourhood Plan Continuity Officer (NPCO), with the assistance of other Officers as relevant, has been delegated authority to prepare and submit representations to the appeal on behalf of the Town Council. To note Officers will also liaise with the District Council’s team assigned to the appeal.
20. Elms Park Improvements
To note that the outline planning permission for improvements to Elms Park as granted on 6 August 2015, along with the associated Reserved Matters as granted on 17 November 2016 has now expired. To consider relevant next steps.
21. Civic Regalia
To consider swapping the chain and ribbon on the Mayor’s Consort Badge of Office and the Deputy Mayor’s Badge of Office.
22. Bledlow Household Recycling Centre
To consider whether to approve that the Town Mayor joins a small committee of local leaders in their quest to chart a way forward in a proposal to re-open the Bledlow Household Recycling Centre as a commercial enterprise as well as offering publicity support to a possible related crowd-funding campaign.
23. Community Governance Review – Thame Wards
To consider the next steps in establishing input (later in the year) to a potential Community Governance Review in relation to Thame.
24. Land Covenant
To consider whether to enforce a covenant on a strip of land that was transferred out of Town Council ownership in 2008.
25. Monthly Councillor Drop-In
To agree a Councillor to take over the organisation of the monthly Councillor Drop-In rota from 10am-12noon on the first Saturday of the month.
26. CCTV Working Group
Given the standing down of Don Butler and Nichola Dixon at the recent elections, to nominate two replacement Councillors to work alongside Cllr Tom Wyse on the CCTV Working Group.
27. P17/S4441/O – Land North of Rycote Lane, nr Thame
The erection of up to 180,000 square feet (up to 16,722 square metres) of B2/B8 with ancillary B1(a) and B1(c) together with parking, drainage, landscaping (structural and incidental) and highway works.
To note the outcome of the further discussion of this application at the South Oxfordshire District Council Planning Committee meeting on 12 June 2019.
28. Town Carnival
To note that the Town Council took part in the Carnival Parade on Saturday 15 June 2019; to receive a verbal report and to thank everyone who took part and / or contributed to the event in any way.
29. Thame Town Music Festival
To note that arrangements for the Town Music Festival on Friday 12 & Saturday 13 July 2019 are well advanced and a review of operational requirements will be undertaken shortly.
30. Thame Sports Club – Community Loan
To consider a request from Thame Sports Club for a possible underwriting loan towards the construction of their replacement community pavilion.
