To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.

6) Consultation – East Street (Thame) – Proposed Residents Parking Permit Scheme

Oxfordshire County Council are seeking views on the proposal to introduce residents permit holder parking to sections of East Street & Wykeham Park in Thame, which already exist in other roads within the town. The proposals are being put forward to help better manage the demand for residential parking, and also mitigate from potential external parking pressures from Town Centre workers and other non-residents. Any existing ‘No Waiting’ restrictions and ‘Access Protection’ markings will remain unchanged by these proposals.

To agree a response to the above consultation.

To note the report on planning decisions issued between 26 April 2023 and 29 April 2024 which were contrary to the Town Council’s recommendation.

9) For Information

a) Notice of Intent for Tree Works in Thame Conservation Area – P24/S0890/TCA – M Newitt & Sons, 10 High Street, Thame, OX9 2BZ

To note the District Council has raised no objection to the removal of a mature lime tree located to the rear of above site.

b) Delegated Response to Amended Plans – P23/S2269/RM– Thame Fields, Reserve Site C – Reserved Matters application seeking approval for the appearance, landscaping, layout and scale pursuant to Condition 1 of planning permission P21/S0917/O. (As amended & amplified by information received 26 September 2023, 29 November 2023, 6 February 2024 and 28 March 2024).

To note the response sent by the Neighbourhood Plan Continuity Officer (as agreed at the previous committee meeting) with regards to amended plans on the above application. To further note that the Town Council’s objections have been overcome and therefore the response was to support the application.

9b. Letter SODC – P23S2269RM Thame Fields [PDF]

c) Notification of Planning Appeal – APP/Q3115/D/24/3338605 – 6 Aylesbury Road – Removal of condition 4 (North facing windows of the dormer) on planning permission P21/S0699/HH.

To note an appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application. As this appeal is proceeding under the Householder Appeals Service, there is no opportunity for Thame Town Council to submit comments. TTC’s previous representations have been forwarded to the Planning Inspectorate unless otherwise withdrawn by 20 May 2024 by TTC.

d) Pavement Licence Application – PAV/24801/24 – Gail’s Bakery, Thame

To note that due to a 14-day consultation period end 7 May 2024, the above premises licence application was considered by e-mail.
