You are hereby summoned to attend a meeting of the Neighbourhood Plan Continuity Committee on Tuesday 19 September 2023 on the rising of the Planning & Environment Committee and not before 7:15pm (maximum two hours) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

2 Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.

 

3 Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work, or run a business in the Parish).  Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

To re-confirm that the Town Council would like South Oxfordshire District Council to automatically transfer its CIL share, rather than hold the monies on the Town Council’s behalf.

7 South Oxfordshire District Local Plan

To receive a verbal update from the Neighbourhood Plan Continuity Officer (NPCO) on the latest known status of the South Oxfordshire District Local Plan.

 

8 Thame Neighbourhood Plan Revision (TNP2)

To receive a verbal update from the Neighbourhood Plan Continuity Officer (NPCO) on the latest progress towards the adoption of TNP2.

 

9 Future of NPCC

To consider the future of the Neighbourhood Plan Continuity Committee meetings.

To consider whether meetings should be called when required, rather than scheduled (currently 8-weekly).

 

10 Consultations

To note the following consultations, and that the NPCO will circulate a draft response via email for Members input.

  1. Additional flexibilities to support housing delivery, the agricultural sector, businesses, high streets and open prisons; and a call for evidence on nature-based solutions, farm efficiency projects and diversification. Consultation closes 25 September 2023.
  2. Plan-making reforms: consultation on implementation. Consultation closes 18 October 2023.
