THAME TOWN COUNCIL

Minutes of the Meeting of the Neighbourhood Plan Continuity Committee held on Tuesday 20 June 2023 at 7:05pm in the Upper Chamber, Thame Town Hall.

1 Apologies for Absence

Apologies for absence were received from Cllr Champken-Woods (personal). Cllr Gilbert was absent without apology.

 

2 Declarations of Interest and Dispensations

There were no declarations of interest.

 

3 Public Participation and Public Questions

There was no public participation.

4 Minutes

The Minutes of the Committee Meetings held on 2 May 2023 and 16 May 2023 were received.

RESOLVED that:

  1. The minutes of the meeting held on 2 May 2023 are confirmed as a correct record, and signed by the Chairman.
  2. The minutes of the meeting held on 16 May 2023 are confirmed as a correct record, and signed by the Chairman.

 

5 Working Groups

a) NPCC Co-Ordination Working Group (NPCCCWG)

There was nothing to report.

b) Infrastructure Delivery Plan Working Group (IDPWG)

The NPCO advised that the Town Council was unable to submit a response to the Government’s consultation on the Infrastructure Levy due to workloads associated with the TNP2 consultation launch.

c) Green Living Plan Working Group (GLPWG)

It was noted that this working group has fulfilled its purpose to progress the Green Living Plan to adoption as per its Terms of Reference, and so there will be no further GLPWG reports. The Environmental Project Officer is establishing ways to deliver the Green Living Plan and effectively report its implementation progress. TNP2 and the wider working group review will also influence this.

d) Travel Plan Working Group (TPWG)

Cllr Richards reported that she and the Environmental Project Officer will be meeting with the Clerk at Haddenham Parish Council to progress the idea of combining S106 funds to provide a bus between Thame and Haddenham. The route is not confirmed but it would be an hourly service that will connect the train station, the town centre, Wenman Road and some residential areas in Thame.

e) Burial Space Working Group (BSWG)

Cllr Fickling advised that the Town Council should be aware that the new extension of the burial space at St Marys is filling up fast.

 

6 Reports from Town Council Representatives

  1. Transport Representative – Cllr Bretherton advised that there had been no meetings to report on.
  2. Thame Community Land Trust – It was noted that there is nothing to report since the previous report to this committee.

 

7 South Oxfordshire District Local Plan

There was nothing to report.

 

8 Thame Neighbourhood Plan Revision (TNP2)

The Regulation 14 Preferred Options Consultation launched on 12 June 2023 and will run for 8 weeks, longer than the statutory minimum of 6 weeks, closing on 7 August 2023. The website has been updated with all the consultation materials, which has also been circulated via the Town Council’s newsletter and social media. There are also fortnightly features on Red Kite Radio. Following the success of the previous infographic video, a new video has been prepared and will be available soon. A leaflet-drop to all homes in Thame and Moreton began this week and will be complete in mid-July. An email campaign of around 900 emails have been sent to a range of bodies including local neighbouring authorities, authoritative bodies, neighbouring parishes, businesses, developers, land promoters, housing associations and residents. The main drop-in events will take place during the first two weeks of July, before the school’s summer holidays. Councillors were reminded to complete the Doodle poll giving their availability to assist with this. Officers are looking at evening briefings on particular topics and continue to look at different ways of engaging.

During the week commencing 10 July, the Town Council will be supporting Lord Williams’s School’s off-timetable week. The theme will be TNP2 and Green Living Plan with the students using a committee system to vote on topics. The students’ ideas will provide feedback and direction on what the Town Council should provide. Councillors are asked to help deliver these events too.
