To receive the report of the Mayor and any such communications as the Mayor may wish to lay before the Council.
4 Public Participation
To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Committee Administrator no later than 5pm on the last working day preceding the meeting.

To receive a presentation of the annual business plan from the Chairman, Mr Garnett

To approve as a correct record the Minutes of the Council Meeting held on 24 June 2014.

To note the minutes and consider any recommendations arising from the meeting on 13 May 2014 and 15 July 2014.
12 Community, Leisure & Recreation Committee
To note the minutes and consider any recommendations arising from the meeting on 13 May 2014 and 8 July 2014.
13 Planning & Environment Committee
To note the minutes of the Planning & Environment Committee held on 13 May 2014, 20 May 2014, 10 June 2014 and 1 July 2014.
14 Personnel Committee
To note the minutes of the Personnel Committee held on 24 June 2014.
15 Loan Policy
To approve the terms and conditions by which the Council would consider providing a community loan.
16 Chinnor Rugby Football Club in Thame
To consider the terms and conditions of a loan following a decision by the Policy & Resources Committee on 18 February 2014, “to agree in principal to support the project financially by providing a loan, however, the fine detail on the period of the loan and whether interest would be charged would need to be explored in more detail”.
17 Local Government Pension Scheme (LGPS)
a) To note the changes to the scheme
b) To agree a policy statement on a number of Statutory Discretions.
18 Skipton Visit
Cllr Bretherton to present a report on the visit to Skipton to assess the use of an auction ring as a community space.
19 Civic Regalia
a) To agree the maintenance requirements to the Civic Regalia
b) To consider options to make changes to the Civic Regalia
20 Armorial Bearings
To consider making a petition.
21 Ham Wood
To agree the terms of reference for transfer of the management of the wood to the Town Council.
22 South Oxfordshire District Council Local Plan Consultation
To receive a report from the Council’s, Planning Advisor, J Collinge and formulate a response to the consultation.
