1 Apologies for Absence
2 Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.
3 Civic Announcements
To receive the report of the Mayor and any such communications as the Mayor may wish to lay before the Council.
4 Public Participation and Public Questions
To consider applications from members of the public to address the Council (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work, or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.
5 Members Questions (under Standing Order 11)
A Member may ask the Mayor any questions concerning the business of the Council.
6 Budget and Precept for 2022-2023
- To consider and approve the budget for 2022-2023.
- To agree the precept for 2022-2023.
To approve the Minutes of the Council Meeting held on 23 November 2021.
8 Planning & Environment Committee
To note the minutes and consider any recommendations arising from the meetings on 30 November 2021, 21 December 2021, and 11 January 2022.
9 Neighbourhood Plan Continuity Committee
To note the minutes and consider any recommendations arising from the meeting on 21 December 2021.
10 Transport Plan Working Group (TPWG)
To appoint a Chair for the TPWG, following Cllr Austin’s resignation as reported to the Neighbourhood Plan Continuity Committee on 9 November 2021.
11 Annual Town Meeting Plan
To consider a theme and/or presentation topics for inclusion at the Annual Town Meeting on Tuesday 22 March 2022.
12 Community Governance Review
To agree the Town Council’s response to the District’s Community Governance Review, taking into account the recommendation made by the Town Council’s working group meeting on 7 December 2021.
13 Community Youth Centre Working Group
To approve the next steps of the project with the appointment of an architect.
14 Elms Park Recreation Ground
To authorise the sealing of the Deed of Variation between Thame Town Council and Oxfordshire County Council relating to Elms Park Recreation Ground, as agreed by the Policy & Resources Committee in April 2021.
15 Thame Shed
To receive a report from Thame Shed, as required by the Grant Policy, following the grant award of £5,000 by Full Council in January 2021.
16 Wellington Street Pedestrian Crossing
To note that the County Council are looking to progress this and, given that some time has passed since it was initiated by the former County Councillors, Officers at County Council are now seeking formal confirmation that the Town Council still support this initiative.
17 Committee / Working Group Structure Review
To note that the Committee / Working Group Structure Review is underway but will not be completed within the nine months as agreed by Council in May 2021. It is suggested that the review be completed in time for any changes to be agreed by Full Council on or before the Annual Meeting on 17 May 2022.
18 Exclusion of the Press and Public
To move: That under Section 1, Paragraph 2 of The Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the following items of business because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

To consider any further steps that might be taken in this matter.
