1 Apologies for Absence
2 Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.
3 Civic Announcements
To receive the report of the Mayor and any such communications as the Mayor may wish to lay before the Council.
4 Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.
5 Report from County Councillors
To receive the report of County Councillors N Champken-Woods and K Gregory (10 minutes maximum).
6 Reports from South Oxfordshire District Councillors
To receive reports from Cllrs D Bretherton, K Gregory and P Barker (Maximum of 5 minutes each).
7 Members Questions (under Standing Order 11)
A Member may ask the Mayor any questions concerning the business of the Council.
To confirm as a correct record the Minutes of the Committee Meeting held on 21 June 2022.
9 Policy & Resources Committee
To note the meeting on 19 July 2022 was cancelled and has been rescheduled to 30 August 2022.
10 Community, Leisure & Recreation Committee
To note the minutes and consider any recommendations arising from the meeting on 12 July 2022.
11 Planning & Environment Committee
To note the minutes and consider any recommendations arising from the meetings on 5 July 2022 and 26 July 2022.
12 Neighbourhood Plan Continuity Committee
To note the minutes and consider any recommendations arising from the meeting on 26 July 2022.
13 Schedule of Meetings
To note that various changes to the schedule of meetings have been made. The proposed schedule of meetings is as follows (changes shown in bold):
- 9th August – Personnel (3pm)
- 16th August – Planning & Environment
- 30th August – Policy & Resources (rescheduled from 19th July)
- 30th August – Additional Full Council – on the rising of P&R
- 6th September – Planning & Environment
- 6th September – Additional Full Council (instead of NPCC) – on the rising of P&E
- 27th September – Planning & Environment
- 4th October – Personnel (moved from 11th October)
14 Thame Fair
To approve and sign the 2022 one-year September and October Fairs Agreement with The Showmen’s Guild of Great Britain, London & Home Counties Section.
To note that negotiations for the 2023 September and October Fairs Agreement will take place on Friday 16 September 2022 with the Showmen’s Guild delegation and Town Council.
15 Windmill Road – Stones Close Allotment Site
To agree the Town Council investigates the claim made for ownership of Windmill Road from Meadowbrook House northwards to its junction with the Phoenix Trail and works with similarly affected parties in the area to formalise land ownership arrangements with the Land Registry, to protect the interests of the Town Council and residents.
16 Oxfordshire Code of Conduct
To receive an update.
17 Community Governance Review
To review the revised proposals, as recommended by SODC’s Community Governance and Electoral Issues Committee, and comment on the consultation.
18 Exclusion of the Press and Public
To move: That under Section 1, Paragraph 2 of The Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the following items of business because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
19 Personnel Committee
To receive an update on the progress of the Staff Structure Review.
To approve the second phase of the project outlined in the confidential report.
