17 Amended Planning Applications to Note

a) P21/S0644/FUL – Pearces Yard, Aylesbury Road – Full planning permission for the erection of a 70-bed care home development (Use Class C2), including communal space, landscaping and associated development. (Employment Alternatives Report received 19 January 2022)

To note that having reviewed the Employment Alternatives Report received 19 January 2022, Officers consider that the report does not demonstrate that the loss of employment land is justified. The Town Council also continues to object on the grounds that the proposals fail to conserve and enhance the character and appearance of the conservation area and setting of a number of listed buildings; the harm to heritage assets is not considered to be outweighed by the public benefits.

b) P21/S1632/RM – Land North of Rycote Lane – Reserved matters following outline permission (P17/S4441/O) for appearance, landscaping, layout and scale. The erection of up to 180,000 square feet (up to 16,722 square metres) of B2/B8 with ancillary B1(a) and B1(c) together with parking, drainage, landscaping (structural and incidental) and highway works. (Amended plans received 9 February 2022).

To note that having reviewed the amended information, Officers consider that it would not change the Town Council’s response made on 22 June 2021.

18 Consultations (South Oxfordshire District Council) – Community Infrastructure Levy (CIL) Charging Schedule and Developer Contributions Supplementary Planning Document (SPD)

To note that these consultations close on Tuesday 22 March 2022. They have been circulated by e-mail and Members are encouraged to respond individually.

19 Town Hall Clock Tower

To note a structural surveyor inspected the clock tower on 14 February 2022, the report is expected shortly.  Early indications suggest the tower is structurally sound and as anticipated, repairs are required to the exterior woodwork on at least two sides of the tower.

20 Schedule of Meetings

To note that, in agreement with the Mayor and Town Clerk, the date of the Annual Meeting of the Council has been brought forward a week to Tuesday 10 May 2022.

20. Schedule of Meetings

21 Exclusion of the Public

To move: That under Section 1, Paragraph 2 of The Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the following items of business because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

22 Personnel Committee

To note the minutes and consider any recommendations arising from the meeting on 15 February 2022.
