Minutes of the Personnel Committee Meeting held on 15 February 2022 at 3.00pm in the Upper Chamber, Thame Town Hall.

1 Apologies for Absence

No apologies.

2 Declarations of Interest and Dispensations

There were no declarations of interest or dispensations.

3 Public Participation and Public Questions

There were no applications to address the Committee.
There were no questions put to the Committee.

4 Minutes

The Minutes of the Committee Meeting held on 26 October 2021 were confirmed as a correct record, and were signed by the Chairman.

5 Long Service Awards

It was noted that in January 2022, Mark Croake and Mark Pinnells were each presented with a Long Service Award for twenty years’ continuous service to Thame Town Council.

6 Exclusion of the Public

RESOLVED that:

  1. Under Section 1, Paragraph 2 of The Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the following items of business because publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

7 Town Council Structure and Strategy

The Town Clerk shared a presentation with the committee outlining a draft proposal to review the current staff structure (with the input of the council staff) to identify efficiencies and the resources required to deliver the operational service and capital projects of the council.

Individual staff requests relating to working conditions were also discussed with decisions made under the delegated authority. B) Developing and agreeing personnel policies and practices in relation to salaries, grades, conditions, health & safety issues, and pensions.

RECOMMENDED TO FULL COUNCIL that:

  1. The staffing review proposal approved. This item will need to be discussed with the exclusion of the public and Officers.
