8) Swan Hotel, 9 Upper High Street – P23/S1396/FUL and P23/S1397/FUL – Change of use from C1 (hotel) to C3 (dwellinghouse). Internal alterations and partial removal of roof to non-listed part of building to form external courtyard. (As amended by updated Application Form, serving notice).

To receive the email from the case officer and consider whether this information changes the Town Council’s recommendation made on 30 May 2023 to object to the planning application.

 

9) For Information

a) Amended Information – P23/S3798/LB – 53 High Street – Repair existing fire damaged 2 1/2 storey house – including internal repair & new roof. (As amended by information received 13 December 2023.)

To note that having reviewed the amended information, Officers considered that it would not change the Town Council’s recommendation made on 21 November 2023 to support the application subject to no objection from the District Conservation Officer.

b) Certificate of Lawful Development – P23/S4081/LDE – 70 Churchill Crescent – Single-storey rear garden room (residential use) replacing inferior quality single-storey rear structure (residential use).

To note that this certificate only seeks confirmation from the Local Planning Authority that the proposed development is lawful and they are unable to take any comments on the planning merits of the proposal into account. However, if the Town Council has any information that is considered to be relevant to their considerations, please be prepared to raise them at the meeting.

c) Lawful Development Application – P23/S4141/LDP – 5 Harrison Place – Construction of single storey rear extension.

To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.

d) Contrary Decision – P23/S2534/HH – 4 Sycamore Drive – Part garage conversion. Single story front extension. Single story rear extension. Formation of new roof to include habitable rooms. Accommodation divided to form an annex. (as amended by plans received 3 September omitting side door to garage and changing proposed rear garage window to a high level window).

To note this application was considered by South Oxfordshire District Council on 20 December 2023. The Neighbourhood Plan Continuity Officer provided representation on behalf of the Town Council.

To note that planning permission was granted on 21 November 2023, contrary to the Town Council’s recommendations made on 22 August 2023 and 19 September 2023 to object on the grounds that the proposals would be unneighbourly and out of character.

e) Contrary Decision – P23/S2058/FUL – 2-6 Whizzkidz Ltd Jefferson Way – Change of use of existing building, Children`s indoor playground E(d) to part retail unit E(a) and part Children`s Nursery E(f). Single storey extension. Recladding of building including new widows and roof. (Planning Statement received 20 September 2023 and amended plans received 24 October 2023).

To note this application was considered by South Oxfordshire District Council on 20 December 2023. The Neighbourhood Plan Continuity Officer provided representation on behalf of the Town Council.

To note that planning permission was granted on 4 January, contrary to the Town Council’s recommendations made on 11 July 2023, 17 October 2023 and 21 November 2023 to object.
