b) Contrary Decision – 39 Churchill Crescent – P23/S1796/HH – Demolition of single storey side extension, two storey side extension and single storey rear extension. (Amended plans received 16 August 2023 showing the side extension set back and set from the main front elevation and changes to the proposed materials)

To note that planning permission was granted on 18 September 2023, contrary to the Town Council’s recommendation to object on the grounds the application is contrary to Local Plan Policy H20 and TNP Policy ESDQ16.

c) Enforcement Update – Thame Barbers, 16 High Street – In relation to the signage erected in January 2023, the District Council have visited the site and assessed the advertisements that had been installed against the Town and Country Planning (Control of Advertisements) (England) Regulations 2007. They have advised that “Some of the advertisements benefit from deemed consent under these regulations but some did not. The elements that did not benefit from deemed consent have now been removed. Given that the remaining advertisements comply with those regulations there is no longer a breach of planning control and the case has been closed.”

d) Amended Plans – 5 Southern Road – P23/S2567/LB – Proposed Repairs to roof, Replacement of existing skylight windows/glass tiles with conservation roof lights, repointing of chimney breast, repairs to external rendering and repairs to windows. (Amended Information received 18 September 2023).

To note that having reviewed the amended information, it is considered that it would not change the Town Council’s recommendation made on 22 August 2023 to support the application subject to no objection from the District Conservation Officer and compliance with the results of the bat survey.

e) Committee Notification / Contrary Decision – P23/S2202/HH – 11 Queens Road – Loft conversion with box dormer and insertion of window on the southwest facing gable of the existing house (Dormer on the rear roof wing shown to be omitted on amended plans received 17 August 2023).

To note this application was considered by South Oxfordshire District Council on 4 October 2023. The Neighbourhood Plan Continuity Officer provided representation on behalf of the Town Council.

To note that planning permission was granted on 6 October 2023, contrary to the Town Council’s recommendation made on 22 August 2023 to object on the grounds that the proposals would be out of character, contrary to design guidance and overbearing.
