a)    P19/S1057/FUL – Amendment No. 2 – 13 Upper High Street, Proposed single storey extension to rear courtyard, removal of 20th century lean to wc extension, unblocking a blocked up ground floor doorway, reinstating existing chimneys and flues, internal alterations to create two new wc’s including a disabled access wc, and removal of a partition at second floor.  Use of ground floor as B1 office space and basement as meeting room with waterproof and insulated internal lining.  Upgrade of insulation quilt laid over first floor ceiling where accessible.  Replacement of existing boiler from basement to location under stairs, re-using existing flue.  Replacement of air conditioning plant in rear courtyard with two new external condensers to rear of courtyard.  Internal air conditioning plant to be upgraded using existing pipe runs where possible.  Handrails added to steep stepped street entrance.  (Amended description and plans, and additional supporting documentation received 14 May 2019). (Noise Impact Assessment received 16 July 2019).

To note that having reviewed the amendment it is the officer’s view that it would not alter the Town Council’s recommendation of No Objections made on 30 April 2019.

b)    P19/S1653/HH – Amendment No. 1 – 2 Coombe Hill Crescent, part retrospective application for boundary fence (As per amended plans received 26 July 2019 to remove outbuilding, change height and position of fences.).

To note that having reviewed the amendment it is the officer’s view that it would not alter the Town Council’s recommendation to Object for the following reasons; Out of scale, Not in keeping with the character of the area, Unneighbourly, Poor design, Adverse impact on the amenity of Southern Road Recreation Ground made on 11 June 2019.

To further note that an email from the District Planning Officer advises that the applicant intends to remove the proposed extensions from the application.  The planning officer has requested that the application be updated to reflect these changes.

c)    P18/S3162/FUL – Amendment No. 2 – Milton House, Station Yard, Erection of a second floor extension to the building, providing a further two flats (Amendments to the application received 1st August 2019, reducing the size of the proposed extension, adding the previously approved first floor balcony and demarcating the parking spaces.

To note that having reviewed the amendment it is the officer’s view that it would not alter the Town Council’s recommendation to Object for the reasons made on 6 November 2018.

d)    P19/S2134/LDP – Yeats Lodge 1-41 Greyhound Lane – Installation of ground source heat pump system.  The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

e)    APP/Q3115/D/19/3226798 – 1 Queens Road – Formation of habitable rooms in roof space with 2 no. front elevation dormers – Notification of Appeal Decision. The Inspector’s conclusion was that ‘the proposal, by reason of its poor design and composition, would harm the character and appearance of the host property and its surroundings. Accordingly, a clear conflict arises with those provisions of policies D1 & H13 of the South Oxfordshire Local Plan, which in combination emphasise the importance of good design and maintaining local distinctiveness, including in house extensions, and policy CSQ3 of the Council’s Core Strategy requiring that the design of new development should respond positively to and respects the character of the site and its surroundings.’

f)     P19/S2128/PDH – 70 Queens Road – Single storey rear extension. Depth: 4.6m Height: 3.4m Height to eaves: 3m. To note this application has been withdrawn.

g)    P19/S2115/LDP – 27 Easington Drive – Formation of habitable room in roof space with rear dormer and front roof lights. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

h)   Road Closure Notice – Croft Road, Thame – 30 August to 1 September 2019. This road closure was originally scheduled for 23 July to 26 July.

i)     P19/S2410/PDH – 7 Hampden Avenue – Single storey extension to rear. Depth 4m Height 3.061m Height to eaves 2.6m. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

j)      The Chairman of the NPCC has raised queries with SODC Enforcement about potential retail to office conversions within the Thame Conservation Area.
