2) Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.

 

3) Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

6) Amended Plans – P23/S2269/RM – Thame Fields, Reserve Site C

Reserved Matters application seeking approval for the appearance, landscaping, layout and scale pursuant to Condition 1 of planning permission P21/S0917/O. (As amended & amplified by information received 26 September 2023, 29 November 2023, 6 February 2024 and 28 March 2024).

To receive the amended plans and agree to delegate the Town Council’s response to the amended plans to the Neighbourhood Plan Continuity Officer. (consultation closes 17 April)

 

7) Travel Plan Working Group

To receive an update and consider any relevant actions.

 

8) Airspace Change Proposal (ACP) – Oxford Aviation Services Limited – ACP-2023-033

To note that:

  • The Town Council has been consulted on the Design Principles (Stage 1, Step B) consultation by Oxford Aviation Services Limited as a stakeholder within 20miles of London Oxford Airport.
  • The consultation is a preliminary consultation focusing on criteria, best practice and legislative requirements. Officers have reviewed the information and at this stage there is little to comment on, but future consultations will warrant input from the Town Council as the ACP is likely to impact on Thame.
  • Officers recommend that the following comment be made: “Thank you for informing Thame Town Council. We have no wish to comment on the assessment criteria, please keep in contact with us on this matter”.

 

9) For Information

a) Telecommunications 28-Day Notice – P24/S0873/T28 – Chinnor R.F.C Kingsey Road – Proposed upgrade to the existing 15.00m High Lattice Tower.

To note that the Town Council is not a statutory consultee, but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

 

b) Additional Information – CM/0022/22 – Land to South East of Homage Farm, Bicester Road, Chilton, Buckinghamshire – Erection of anaerobic digestion facility, comprising silage clamps, digester tanks, lagoons, administrative buildings, landscaping and access.

To note that additional information (Response to Regulation 25 of the Town & Country Planning (Environmental Impact Assessment) Regulations 2017 & Additional Information Request) has been received. The Town Council originally submitted comments with regards to highways.

 

c) Amended Plans – P23/S4371/FUL – St Andrews Court, Wellington Street – External alterations to existing office buildings including to existing windows, incorporation of new terraced and inset roof balconies, roof lights, replacement of car parking spaces with external amenity area and new and additional cycle parking for occupiers and visitors (second floor south-facing terraces and one second floor west-facing terrace replaced by dormer windows and second floor terraces added to north and east elevations and additional privacy screening as shown on amended plans received 26th March 2024).

To note that having reviewed the amended plans, Officers considered that it would not change the Town Council’s recommendation made on 23 January 2024 to support the application subject to no objection from the County Highways Officer.
