Minutes of a Meeting of the Planning & Environment Committee held on 7 July 2015 at 6.30pm In the Upper Chamber, Thame Town Hall.

1 Apologies for Absence
 
Apologies for absence were received from Cllrs Dixon (unwell).  Cllr Deacock (no apology).

There were no declarations of interest.
 
3 Public Participation
 
Mr Dolan, architect spoke for the planning application P15/S1155/FUL, Regency Cottage, 14 Aylesbury Road.  In 2005 a planning application was submitted for a house to be built on the site, at the time the Town Council recommended approval but the District Council refused the application.  It was taken to Appeal and dismissed as the plot size was inadequate for the size of the proposed dwelling and it was considered that the access, sited alongside the boundary of 14 Aylesbury Road, would be harmful to the living condition of the occupiers due to vehicle noise and disturbance.
 
The applicant had noted that two new dwellings had been built in the garden of the ‘Dolphins’ further along Aylesbury Road and this combined with the District Council’s view toward windfall sites had decided to submit the current application.  The access had moved to the north side of Regency Cottage and the proposed dwelling was reduced in size.  The amendments showed a larger plot size, the movement of the dwelling away from the boundary of properties in Lashlake Road, a separate garage and a reduction in the ridge height.

6 Public Consultation – Bus Services
 
It was agreed that the formulation of any response to the Public consultation on proposed changes to subsidised bus services and to the Dial a Ride service in Oxfordshire would be delegated to the Town Clerk, who would call a meeting for anyone who wished to attend and / or individual Members to provide written input to that meeting, for discussion.
 
7 Street Name
 
After discussion it was agreed that the following names, for streets on the development on land north of Oxford Road, be submitted to South Oxfordshire District Council for consideration:  Henge, Roman, Saxon, Drovers, Weavers, Samian, Mercian and Offa.
 
8 Footpath Name
 
The District Council had received a request to name an existing footpath on Lea Park ‘Megan’s Walk’ in memory of a young resident of the Town, Megan Biddle.
 
RESOLVED that:
 
i) An existing footpath on Lea Park, as identified on the map, be named ‘Megan’s Walk’.
 
9 Reports from Town Council Representatives
 
a) Transport Representative – Cllr Stiles presented a summary report of the meeting of Parish Transport Representatives (PTR) held on 17 June 2015.  Cllr Stiles drew particular attention to the point regarding a previous agreement with Oxfordshire County Council to provide bus stops in Howland Road which subsequently had not taken place and requested an investigation into the possibility of resurrecting the plan.
 
Regarding the Public meetings to discuss the bus consultation, several PTRs had raised concern that no provision had been made for a meeting in the Eastern part of the County.  It was agreed to contact the Oxford Rural Community Council to explore the possibility of a meeting to be held in Thame in early September.
 
10 For Information
 
The items for information were noted.
 
Regarding point d) Charter House, 14 Wellington Street, the Chairman had spoken against the planning application at the District Planning meeting.  However, after discussion the Committee followed the Officer recommendation and voted to grant planning permission.
