6 Consultation – Proposed Disabled Persons Parking Places (DPPP)

Oxfordshire County Council are seeking to provide additional ‘Disabled Persons Parking Places’ (and also remove ones no longer required) in various locations within the County. The proposals are being put forward in response to increased local demand for parking, specifically for those with a permanent and substantial disability such that walking is not possible or presents very considerable difficulty for distances more than 100m.

In the Parish of Thame, the following bay locations are proposed:

  • Berkeley Road – East side (in layby) adjacent to Nos. 12 & 14
  • Berkeley Road – South side outside Nos. 20 & 22 (to formalise an informal DPPP)
  • Simmons Way – Northeast side outside No. 11
  • Chinnor Road – North side outside Nos. 105 & 105

To agree a response to the consultation.

7 Contrary Decisions 2022-2023

To note the report on planning decisions issued between 27 April 2022 and 25 April 2023 which were contrary to the Town Council’s recommendation.

8 For Information

a) Amended Plans – P22/S4213/HH – 1 Griffin Road – Demolish existing garage. Construct part two storey/part single storey side extension (Amplified by plan showing boundary treatment and parking dimensions received 15 March 2023).

To note that having reviewed the amended plans, Officers consider that they would not change the Town Council’s recommendation made on 20 December 2022 to support the application plus comment.

To further note that permission was granted on 14 April 2023.

b) Withdrawn Application – P23/S0865/LDP – 45 Youens Drive – Construction of single storey rear extension.

To note this application was withdrawn on 23 March 2023 prior to determination.

c) Permitted Development Householder – P23/S1099/PDH – 45 Youens Drive – Single storey rear extension with parapet wall and two flat roof skylights. Depth – 4.60m Height – 3.00m Height to Eaves – 2.60m.

To note that application seeks confirmation from the Local Planning Authority that the proposed development meets the prescribed criteria and no objections are received from the owner/occupier of notified properties. The case officer has advised that they are unable to take any views or comments about this notification from the town council, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.

d) Appeal Dismissed – APP/Q3115/W/22/3296061 – Land to the north of Moreton Road, Moreton – The erection of five dwellings alongside a new access, landscaping and other associated works.

To note that the Planning Inspector dismissed this appeal on 22 March 2023 and has refused planning permission.

e) Additional Information – P23/S0690/FUL – Office Land at Phoenix Park (Bellway Development), Howland Road – The erection of 9 x 2-bedroom apartments with associated parking and landscaping. (As amplified by additional information received 28 March 2023 and as amended by information received 03 April 2023.)

To note the additional information received. The Town Council has not been consulted as these are not amended plans.

f) Additional Information – P23/S0644/FUL – Southern Road Recreation Ground – Demolition of existing changing-room facilities and erection of new community and youth facilities and changing rooms and improvements to the existing Scout Building.
