THAME TOWN COUNCIL

Minutes of the Personnel Committee Meeting held on 6 January 2015 at 4.30pm in the Meeting Room, Thame Town Hall.

Present: Town Mayor Cllr J Matelot Green, Deputy Mayor Cllr N Dixon, Chairman of Policy and Resources Cllr M Dyer, Chairman of Community, Leisure and Recreation Cllr N Champken-Woods and Chairman of Planning & Environment Cllr H Fickling.

1 Apologies for Absence

There were no apologies for absence.

2 Declarations of Interest

There were no declarations of interest.

3 Public Participation

There were no requests for public participation.

4 Exclusion of the Public

RESOLVED: i) Pursuant to Section 1 (2) of the Public Bodies (Admissions to Meetings) Act 1960 it is resolved that, because of the confidential nature of the business to be transacted, the public and press leave the meeting during consideration of: Agenda Item 5: To consider the recruitment process for the Town Clerk and Responsible Financial Officer.

5 Town Clerk

After discussion the following was agreed:

The Grade would be LC3 with a band of 43-51. Applicants who held a Certificate in Local Council Administration (CILCA) would be offered a salary towards the higher end of the scale.

An information pack would be produced and form part of the application pack together with the application form and job description.

The job description as tabled was agreed with one addition to the Strategic Responsibility section – Point 4. stating the Town Clerk would have overall responsibility for the Neighbourhood Plan but not necessarily the day to day administration of it. Not all Thame Town Clerk responsibilities were covered in the tabled job description or vice versa.

An advertisement for the vacancy of Town Clerk would be produced in the same format as that tabled to include the interview date.

It was proposed to invite applicants shortlisted for interview to an informal gathering in the Upper Chamber to meet councillors and senior members of staff. This would take place the evening before the date set for interviews.

Each applicant would be asked to make a presentation (Power Point) of up to 10 minutes duration on a given subject.

A set of questions would be produced which each applicant would be asked together with a scoring sheet for each member of the interview panel.

Budget figures/implications to be discussed at the Full Council meeting on 8 January 2015.

Advertisement to be placed via SLCC, NALC and Thame Town Council websites and possibly SODC, OCC and Bucks County Council websites and any other sites deemed appropriate.

RESOLVED that:
i) The proposals be taken to Full Council for approval.
