2. Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

3. Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

To consider questions from members of the public (who live, work or run a business in the Parish).  Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

To approve as a correct record the Minutes of the Council Meeting held on 15 November 2016.

5.  Budget and Precept for 2017-2018

5. Report

i)          To consider and approve the budget for 2017-2018.

6. P16/S3525/FUL – Thames Valley Police, Greyhound Lane

Redevelopment to form 41 sheltered apartments for the elderly, including communal facilities, access, car parking and landscaping.

Further to the recommendation that the application be refused at the Council of meeting of 15 November 2016, to note that:

a)            Formal response to the Planning Authority, with additional details, was submitted on 22/11/16 (as shared with Councillors on 28/11/16)

b)            A letter of concern has been sent to The Police and Crime Commissioner (as shared with Councillors on 22/12/16 )

c)            Concerns re clarity of adjacent land ownership have been submitted to the Planning Authority (as shared with Councillors on 28/11/16)

d)            Further updates were provided to Councillors on 19/12/16 and 22/12/16, including publication of what was defined as amendments, but were simply further additional documentation that had apparently been submitted to the Planning Authority on 11/11/16, but only recently uploaded.  On officers’ assessment, they would not have changed our recommendation.

7. War Memorial Additional Names

The War Memorial Panel met on 13 December 2016 to consider the first batch of potential additional names.  The agreed process requires their recommendations be considered at the next Full Council in public session. To note that given that further panel meetings are now scheduled to consider further names, that the relevant agenda item will be submitted at a relevant future meeting of Full Council.

8. Annual Town Meeting Plan

Further to the e-mail as circulated to all Councillors on Tuesday 10 January 2017, seeking input by 27 February 2017, to consider a theme and/or presentation topics for inclusion at the Annual Town Meeting on Tuesday 28 March 2017.

9. Southern Road Recreation Ground – Car Park Lighting

To consider the implementation and maintenance of a quick and simple short term lighting solution at Southern Road Recreation Ground car park.
