3 Public Participation and Public Questions

5 Thame Town Music Festival

To receive a presentation from Johnnie Littler on plans for the Thame Town Music Festival on 10-11 July 2020.

9 Charities Fair

To receive a verbal update, noting in particular that the Town Mayor continues to organise the Charities Fair in the Upper Chamber of the Town Hall on Saturday 2 November 2019, with support from Councillors and Officers as required.

10 Service of Remembrance & Armistice Day

To note that the Service of Remembrance will take place on, Sunday 10 November 2019, 10.30am assemble in car park at Town Hall ready to process to the Memorial Gardens.

To note the Act of Remembrance, led by the Town Mayor on Armistice Day, Monday 11 November 2019.  Assemble outside the Town Hall at 10:55 am.

11 Christmas Event

To receive a written update on arrangements for the Christmas Event.

12 Kimblewick Hunt

It has become normal practice for Kimblewick Hunt to meet in the Upper Street Car Park for the New Year’s Day trail hunt.  To authorise officers to progress as relevant, via e-mail with Councillors as necessary, once the outcome of the current trial scheduled to start on 30 October 2019, is known, starting from a default position that permission will not be given this year.

13 Music in the Park

To agree to the closure of Elms Park on 3 May 2020 and event support arrangements for Music in the Park.

14 Joint SODC / TTC Charity Fundraiser

To receive a verbal update, noting in particular that a date has now been set of Friday 8 May 2020, the revised Bank Holiday to commemorate the 75th anniversary of VE day, and that operational funding for the event is being progressed through the Town Council’s accounts.

15 Freedom Parade 2020

To note that the date of the 4-yearly Freedom Parade is now set as 17 May 2019.

16 VE Day 2020

To consider if the Town Council should organise any other events to commemorate the 75th Anniversary of VE Day on or around 8 May 2020.

17 Thame Carnival

To agree the operational support and associated expenditure to assist with event preparations for the Carnival in 2020.

18 Open Spaces Working Group – Elms Park

To receive a verbal update, noting in particular that the Working Group met on Wednesday 2 October 2019 to ensure that all 13 members have a shared level of understanding of the current situation, so that the Working Group is able to establish the most appropriate way forward, once further key funding details are confirmed.

19 Thame Football Partnership / Artificial Pitch

To receive a verbal update, noting in particular that the Planning and Environment Committee expressed support for the planning application on 13 August 2019 and that the Community Services Manager is working with a consultant assisting Thame Football Partnership and the Footfall Foundation in progressing the main funding application.

20 Splash Pad Project

To receive a verbal update, noting in particular that SMS Environmental Ltd continue to establish the additional costs of linking to the most appropriate foul sewer for drainage.

21 Nursery Storage at Southern Road Recreation Ground

To note that the licence with the new operator of First Steps Nursery at the Thame Girl Guides HQ building has been signed by all parties, the annual licence has been fee paid, and the storage shed has been installed.

22 Farmers Market

To note that work continues on ensuring the continued survival of the Farmers Market.  Suggestions of a change in venue have now been dismissed, with an agreement to put even more effort into effective integration with the Charter Market.  Changes in rents are also being considered.

23 Driving Skills Day

To consider in principle whether to close the Upper High Street Car Park for one Sunday in 2020 to allow the Institute of Advanced Motorists to hold a Driving Skills Day.
