2. Declarations of Interest and Dispensations

To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest; and confirmation of any relevant dispensations.

3. Public Participation and Public Questions

To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda.  Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.

6. Neighbourhood Plan Revision

To review the first draft of the proposed governance for the revision of the Thame Neighbourhood Plan.

To note that the Planning Authority has requested outline detail of what a future Neighbourhood Plan will contain, as part of further evidence gathering for their Local Plan, which the Neighbourhood Plan Continuity Officer will respond to by the 15 August 2018 deadline.

7. South Oxfordshire District Local Plan

To note that the Planning Authority has stated that a summary report of the Second Preferred Options Local Plan consultation, along with all the comments received is soon to be published on the District Council’s website.  The Final Draft Plan will be out for consultation in the autumn with the public independent examination expected to take place in Spring 2018, following which the Final Plan will be adopted later in 2018.

8. P17/S2624/PDO – Building 1 (DAF Trucks), Kingsmead Business Park, Howland Road

To note that the above permitted development application for change of use from offices (Class B1) to residential (Class C3) to comprise 45 flats with ancillary facilities and parking was considered at the Planning & Environment Committee meeting on 8 August 2017 at 6.30pm.  The Neighbourhood Plan Continuity Officer had sent an informal response to the District Planning Officer on 31 July 2017.

To consider any implications of this planning application on the wider future of the Thame Neighbourhood Plan.

9. P17/S2210/FUL – Land adjacent to Park Meadow Cottage

To note that planning application P17/S2210/FUL – The erection of 4 x 3 bedroom houses and 5 x 2 bedroom houses, car and cycle parking, bin stores, access and landscaping, was considered at an additional meeting of the Council on 18 July 2017.  A recommendation of refusal was agreed, given its non-compliance with the Neighbourhood Plan and highways safety concerns.

10. Health Hub

To note that a meeting took place with Hallam Land on 18 July 2017.  The meeting was informed that, owing to lack of progress by NHS bodies in defining more detailed needs, (beyond that shared at the Policy & Resources Committee on 1 August 2017) Hallam have unilaterally committed to establishing further requirements for a health hub via Montpelier.

11. Employment Provision

To note that further discussion has taken place with the proposers for provision of various sized business premises on a green field site along Rycote Lane, within Great Haseley parish, adjacent to the Thame boundary.

12. Affordable Housing / Community Land Trust

To note that a presentation by the National CLT Network will take place on 15 August 2017 at 6.30pm in the Upper Chamber, open to the public, with a related discussion scheduled at the immediately following meeting of Full Council.

13. New Residents Survey

To note that the Town Council is progressing a survey of new residents on the newly populated sites to assist with evidence gathering on affordability, local allocation, commuting practices.  Questions will probably include: No of bedrooms / ownership status / where moved from / commuting information / occupancy / reasons for move.  It needs to be brief and easy to respond to.  For anonymity while ensuring 100% coverage it will need to be executed via door knocking.  It would seem appropriate for the door knocking to be executed by Councillors.

14. Emerging Community Event

To note that the Neighbourhood Plan Continuity Officer and the Community Services Manager attended the emerging community event on 4 July 2017 to assist with further work on ensuring effective community engagement of the newly populated sites within Thame.

15. Settlement Assessment

To note that at the request of the Planning Authority the Neighbourhood Plan Continuity Officer, with the help of other Officers, has provided updated details to the Planning Authority to enable a more accurate Settlement Assessment for Thame.

16. Site Allocation Discussions

Following the lifting of the moratorium to note that meetings with Cala (20/6/17), Bloor (27/6/17) and Hallam Land (18/7/17) have been held.  A request for a meeting has been received from Curtin & Co, with further detail being established before confirming.  On the day of agenda publication, a request has been received for a pre-application meeting with Persimmon, with no time as yet to process full implications.

To note the recent correspondence from John Howell, MP in his role as Neighbourhood Plan Champion and the recent debate in the House of Commons.

Given Thame’s reputation for Neighbourhood Planning, and it’s ever increasing experience in life beyond the adoption of a Neighbourhood Plan, to note that:(a) The Neighbourhood Plan Continuity Officer’s contributed to the NALC and Local Government Chronicle ‘Where next for Localism’ report.(b) A meeting with an MSc student has been scheduled for 9 August 2017.(c) Final details of the presentation to be made at the NALC Annual Conference are still awaited.
