6 Reports from Town Council Representatives

a) Transport Representative

7 For Information

a) Pavement License Application – To note that, due to a 7-day consultation period ending 22 March 2021, the committee has considered the Pavement Licence Application PAV/13594/21 (The Thatch, 29-30 High Street) via e-mail and raised no objections. Concerns regarding the A-board were raised and SODC Licensing advised this would be looked into.

b) Withdrawn Application – P21/S0258/LDP – 5A Oxford Road – Proposed single storey side extension on the eastern side of the existing house. Extension to have part pitched and part flat roof. Materials to match existing house.

To note the application has been withdrawn prior to determination.

c) Lawful Development Application – P21/S0911/LDP – 44 Aylesbury Road – Hip to gable roof extension and rear dormer extension.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

d) Contrary Decision – P20/S4633/LB – 20 Upper High Street – Internal alterations to facilitate conversion into a single dwelling.

To note the District Planning Authority granted listed building consent on 17 March 2021. The Town Council Objected on 12 January 2021 on the grounds of: contrary to TNP policies WS2 and WS9, and inadequate internal floor space.

e) Refusal of Planning Permission – P20/S4632/FUL – 20 Upper High Street – Change of use and conversion of ground and first floor to number 20, to form a single dwelling and reinstate its historic residential use.

f) SODC Planning Committee Notification – P20/S4298/FUL – 62 Ludsden Grove – Construction of garden building for part personal use and part business use as a hairdressing salon.

To note the District Planning Committee will consider this application on Thursday 1 April 2021. The District Planning Officer’s recommendation to Committee is to grant permission. The Town Council objected to the application on 15 December 2020 on the grounds of: Unneighbourly; Impact on Highways; Access via a shared alleyway; Noise and smell disturbance; Impact on domestic water drainage network of a commercial operation involving chemical treatments.

The Town Council has been invited to attend and decisions on representations are being progressed via email.

g) Amended Plans – P21/S0129/FUL and P21/S0130/LB – 19 Upper High Street – Change of use and conversion of ground floor to number 19, to retain retail at ground floor and form a 2 bed flat at first floor (Amended Plans received 23 March 2021 showing some internal changes).

To note that having reviewed the amended plans, it is the Officer’s view that they would not alter the Town Council’s recommendation made on 2 February 2021 to Support the application plus response.
