6 Notification of Appeal – APP/Q3115/W/19/3243524

Milton House, Station Yard – Erection of a second floor roof extension to the building, providing a further two flats (Amendments to the application received 1st August 2019, reducing the size of the proposed extension, adding the previously approved first floor balcony and demarcating the parking spaces).

The Town Council objected to planning application P18/S3162/FUL and the subsequent amendments at the meeting held on 6 November 2018, 2 April 2019 and 13 August 2019 on the grounds of: Overbearing / Loss of light / Unneighbourly / Overlooking / Overdevelopment / Poor design / Poor internal and external amenity space for future occupiers /Adverse impact on the character of the area / not in keeping / Adverse impact on the amenity of residents in Thame Park Road and Chinnor Road through the scale and bulk of the development / Highway safety / traffic generation / Inadequate parking provision resulting in on street parking / Adverse impact on the adjacent footpath to this planning application.

The District Planning Authority refused permission on 11 November 2019.

The appeal start date is 23 January 2020 and will be determined on the basis of written representations. All representations must be received by 27 February 2020.

8 For Information

a)    P19/S3419/A – Belmont, 13 Upper High Street – Amendment No. 1 – Erection of 1 hanging sign and 1 fixed sign to the front façade and 1 hanging sign to the east façade. (Amended plans received 8 January 2020 in response to Conservation Officer’s comments).

To note that having reviewed the amendment, it is the Officer’s view that this would not change the Town Council’s recommendation of No Objections plus comments made on 26 November 2019.

b)    P19/S4142/HH – 9 Massey Road – Additional Information as discussed at the Planning & Environment Committee on 14 January 2020.

To note that in response to the Town Council’s recommendation of No Objections plus comment ‘Subject to the guttering being moved as to not overhang onto the neighbouring property’ made on 14 January 2020, the agent has confirmed that the guttering will not overhang the neighbouring property and therefore this removes the Town Council’s comment.

c)    To note Oxfordshire County Council is now consulting on the Draft Sites Plan for the Oxfordshire Minerals and Waste Local Plan: Part 2 – Site Allocations. The consultation runs from Wednesday 22 January to Wednesday 4 March 2020.

d)    P19/S4423/LDP – 3 Essex Road – Certificate of Lawful Use. Insertion of 2 no. rooflights in existing extension roof. Enlarge existing opening in rear wall of existing extension and install larger doors/sidelights (vestibule frame).

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

e)    P19/S2226/FUL – Land near the Old Dairy between Moreton and Tetsworth – Change of use agricultural land to allow the siting of two shepherd huts for holiday letting purposes and associated infrastructure.

To note this application has been withdrawn prior to determination.
