6 Notification of Appeal Hearing Date – APP/Q3115/W/22/3296061

Land North of Moreton Road, Moreton – The erection of five dwellings alongside a new access, landscaping and other associated works (amended site location plan received 20 January 2022)

To note that the appeal will take the form of a hearing on 8 February 2023 at 10am via Microsoft Teams.

To further note that the Town Council does not have anything further to submit beyond its initial written submission. The Neighbourhood Plan Continuity Officer intends to observe the hearing, and any Councillors interested in doing the same should contact the Committee Services Officer as soon as possible.

 

7 For Information

a) Telecommunications 28 Day Notice – P22/S4540/T28 – Existing Base Station Site Off Dorchester Place Car Park, Rear Off High Street – Upgrade of existing telecommunications base station comprising the removal of the existing 15.0 metre high telecommunications column and replacement with a 20 metre high telecommunications column (height including associated antennas and coloured BS 00 A 05 – Grey), 2 no. 300mm diameter dish antennas, 1 no. GPS module to fixed to the top of the column, the siting of 2 no. equipment cabinets (coloured RAL6009 – Green) and 1 no. meter cabinet (1 no. equipment cabin to be removed) and ancillary works. Utilising the existing telecommunications base station site, at a height limited to the minimum required to meet technical requirements, minimises impact so far as practicable (This notification takes account of a minor amendment change in the antenna arrangement, compared with that granted under planning permission P21/55053/FUL, with recent changes in legislation enabling the use of this permitted development notification procedure)

To note that telecommunications development approval was granted on 10 January 2023.

b) Contrary Decisions – P22/S3895/LB and P22/S3900/A – 26 High Street – Installation of lettering and black board wall sign on the north west facing elevation fronting on to Southern Road and lettering on south west rear elevation. (as amended by additional plans and information received 30 November 2022 and 2 December 2022 to include black wall sign and rear elevation lettering and fixing details).

To note that the District Council granted planning permission on 21 December 2022. The Town Council objected to the applications on 8 November 2022 on the grounds of not being in conformance with the Conservation Area Management Plan, and lack of information on how the signage is affixed to the building.

c) Lawful Development Application – P22/S4579/LDP – Lucy Switchgear Howland Road – Installation of utility “H-Pole” in existing service area for appliance testing.

To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.

d) Enforcement Matters

  • 16 High Street – To note that the Town Council has reported the unauthorised works at this address to the District Council’s Enforcement team.
  • 105 High Street – (SE21/288) – To note in relation to the unauthorised signage at this address as reported by the Town Council in 2021, the District’s Enforcement Officer has advised that they are expecting the submission of listed building consent and advertisement consent applications within the next month.

e) Pavement Licence Applications – To note that the Town Council has been consulted on a re-application for a Pavement Licence at:

  • Smoochy Moo Moos (PAV/20210/23). There have been no changes to the furniture or plans from the previous application as noted by this committee on 28 September 2021. The opening times have been updated to Monday-Friday 08:00 to 16:30, Saturday 09:00 – 17:00 and Sunday 10:00 to 16:00. Due to a 7-day consultation period ending 25 January 2023, the committee noted this application by email.
  • What’s Cooking, Cornmarket (PAV/20159/23). There have been no changes to the furniture, plans or opening times from the previous application as noted by this committee on 28 September 2021. Due to a 7-day consultation period ending 20 January 2023, the committee noted this application by email.
  • Treacle’s Tearoom (PAV/20232/23). There have been no changes to the furniture or plans from the previous application as noted by this committee on 28 September 2021. The opening times have increased in hours Monday to Saturday from 09:00 to 16:00 to 09:00 to 17:00. The consultation period ends 27 January 2023.

f) Planning Committee Notification – P22/S3164/FUL – Alterations to an existing building and use as altered as a builders merchant (storage, distribution, trade counter, offices, tool hire and ancillary retail) with associated external storage, resurfacing of yard, erection of 2.4m high fence and gates. (Amended by plans and information received 22 November 2022 and 09 January 2023).

To note the District Planning Committee will consider this application on Wednesday 1 February 2023. The Case Officer’s recommendation to Committee is to grant permission. The Town Council objected to the application on 27 September 2022.

The Town Council has been invited to attend and representation is being co-ordinated by e-mail.

g) Amended Plans – P22/S4181/HH – 12 Beech Road – Proposed front extension, side extension to replace existing garage, and rear extension to existing dwellinghouse (width of side extension reduced, roof altered to flat roof and flue added to its side wall; side facing window added to the proposed kitchen as shown on amended plans received 16/01/23).

To note that having review the amended plans, Officers consider that they would not change the Town Council’s recommendation made on 20 December 2022 to support the application plus response.
