7. For Information

a) Oxfordshire County Council adopted the Oxfordshire Minerals and Waste Local Plan: Part 1 – Core Strategy on 12 September 2017. This plan sets out the vision, objectives, spatial planning strategy and policies for meeting development requirements for the supply of minerals and the management of waste in Oxfordshire over the period to 2031.

The County Council is now commencing preparation of the Oxfordshire Minerals and Waste Local Plan: Part 2 – Site Allocations and is seeking views on the following three documents; the proposed Draft Site Assessment Methodology, Renewed Call for Site Nominations and Draft Sustainability Appraisal Scoping Report (incorporating the requirements of Strategic Environmental Assessment).

The consultation will run for six weeks from 8 January – 16 February 2018. Further information, and the consultation documents can be found at https://www.oxfordshire.gov.uk/cms/content/new-minerals-and-waste-local-plan

b) P18/S0065/LDP – 4 Chinnor Road – Proposed single storey rear extension to existing dwelling, projecting out from the rear of the existing house by 3m. Proposed conversion of existing loft to habitable space, to be served by Velux roof lights on the front and rear roof slopes. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

c) P17/S4100/PAR – Bates Leys Farm – Change of use and conversion of three agricultural barns to three residential dwellings. Withdrawn application.

d) Addition of the alias property name: Holly Lodge to the existing numbered property 11 Drovers Crescent.

e) P17/S1978/LB – Various Listed Buildings, Thame Town Centre – Production and installation of commemorative plaques denoting the use of 12 listed buildings in Thame as filming locations for the Midsomer Murders ITV series. Withdrawn application.

The Town Clerk emailed Councillors on 8 January 2018 to advise that in spite of further representations by Helen Johns, in response to various objections raised by other parties, it seemed that this application was still likely to be refused. The decision was made to withdraw the current application.

f) To note the two planning applications submitted in Rycote Lane for the Cattle Market and an industrial estate were discussed at Full Council on 16 January 2018. The Council’s formal response to each application is attached.

g) P17/S4087/HH – 10 Chinnor Road – Two-storey side extension, single storey rear extension to replace existing, and single storey side / rear extension to replace existing outbuilding. Contrary decision, the Town Council recommended approval subject to no render being applied to the front elevation of the dwelling with the exception of the area between the ground floor and first floor bay windows. This condition was not included by the District Council when permission was granted on 11 January 2018.

h) P17/S2306/O – Land between Elmfield House and The Old Dairy, Moreton – Erection of a detailed chalet-style dwelling with garage, parking and amenity space.

To note that the District Planning Officer agreed with the concerns raised by the Town Council and refused the application. The Decision Notice stated that the site lies outside the built up confines of Moreton and the proposed development would not represent infill development as defined in the Development Plan.
