a) P18/S1980/HH – Amendment No. 2 – 14 Churchill Crescent – Demolition of existing conservatory and the construction of a rear extension (as amended by plans received 21 December 2018). To note that after reviewing the additional information it is the Officer’s view that this amendment would not alter the Town Council’s recommendation of Approval. The District Council granted planning permission on 18 January 2019.

b) P18/S4312/N2A – Diagnostic Reagents Ltd, Chinnor Road – Proposal to convert building to three bed dwelling (Building 1).

P18/S4313/N2A – Diagnostic Reagents Ltd, Chinnor Road – Proposal to convert building to two bed dwelling (Building 2).

P18/S4314/N2A – Diagnostic Reagents Ltd, Chinnor Road – Proposal to convert building to one bed dwelling (Building 3).

The three notifications listed above seek determination from the District Council as to whether the prior approval of the authority is required related to: a) transport & highways impacts of the development b) contamination risks on the site and c) flooding risks on the site.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

c) APP/Q3115/W/18/3206667 – Appeal Decision – Land to the rear of White Horse Mews, Cornmarket – proposed erection of a single storey dwelling. To note the Planning Inspectorate has dismissed the appeal made by Granger Estates Ltd against the decision by SODC to refuse to grant planning permission.

d) Thame Town Cricket Club – Premises Licence Application – Re-submission – To note that due to the application not being publicised in the local press for the prerequisite time and also the addition of late night refreshment, the Premises Licence Application has been re-submitted. It is the Officer’s view that the small amendment would not alter the Town Council’s continued support of the application.

e) Variation of Premises Licence for Thames SF Connect, 50 Park Street. To note the District Licensing Panel has granted the variation of premises licence for the sale of alcohol Monday to Saturday 24 hours a day, subject to conditions.

7e. Licensing Panel Decision – Thames SF Connect (BP Garage)

f) P19/S0053/LDP – 36 Queens Close – Single storey side and rear extensions, rear dormer window, roof light, garden room, new porch and new window openings. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

g) Withdrawn Application – P18/S2260/FUL – Land to the North of Moreton Road, Moreton. Erection of five detached two-storey dwellings, formation of vehicular access and provision of public open space (number of dwellings reduced, layout and design altered and public open space added as shown on amended plans).

h) P18/S3629/HH – 68 Southern Road – Contrary Decision. At the Planning & Environment Committee meeting on 27 November 2018 it was agreed to Object to the planning application for the following reasons: Impact on neighbouring amenity; Impact on the character and setting of the Conservation Area; the proposed roof line would upset the rhythm of the row of dwellings.

To note the District Planning Officer recommended approval and South Oxfordshire District Council have granted permission.
