To consider the Council’s response to South Oxfordshire District Council’s consultation on the Draft Statement of Community Involvement.

7 For Information

a) Registration of an existing flat address known as: 6B High Street, Thame, OX9 2BU.

b) Amended Plans – P21/S2723/HH – 9 Cromwell Avenue – Part double storey rear extension (As amended by drawing no 202132-PL-101 Rev A and 202132-PL-100 Rev A received 16.08.21)

To note that having reviewed the amended plans, which now demonstrate compliance with the 45-degree rule, it is the Officer’s view that it would not alter the Town Council’s recommendation made on 6 July 2021 to Support the application.

To further note that planning permission was granted on 21 September 2021.

c) Lawful Development Application – P21/S3780/LDP – 33 Queens Road – Alterations to existing room in roofspace with rear dormer.

To note that application seeks confirmation from the Local Planning Authority that the proposed development is lawful. The case officer has stated that they are therefore unable to take any comments on the planning merits of the proposal into account, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.

d) Pavement Licence Applications – To note that the Town Council has been consulted on re-applications for Pavement Licences at Black Goo Café, Rumseys, Smoochy Moo Moos, Treacles, and What’s Cooking. In all applications there have been no changes to the furniture or plans from their respective previous applications. The re-applications refine the opening hours of the businesses. Due to these having 7-day consultation periods, the applications were considered by email.

The committee raised no objections to any of the applications. Officers have asked for an update on the bins at Smoochy Moo Moos (as raised in our response to the original pavement licence application in July 2021) from the Environmental Enforcement Officer.

e) Additional Information – P21/S3586/FUL – Land at Elm Tree Farm, Moreton – Erection of a detached dwelling with access, parking and amenity space (contaminated land questionnaire received 9th September 2021).

To note that having reviewed the additional information, it is the Officer’s view that it would not alter the Town Council’s recommendation made on 7 September 2021 to object on the grounds of overdevelopment, impact on the street scene, impact on biodiversity, out of scale, contrary to Local Plan Policy H16, unsustainable location, loss of village feel.

f) Contrary Decision – P21/S3260/HH – 57 Corbetts Way – Single Storey Rear Extension & Part Garage Conversion

To note that the District Planning Authority granted planning permission on 14 September 2021. The Town Council objected on 17 August 2021 on the grounds that the proposals did not provide adequate parking for the size of the dwelling.

g) Premises Licence Application – LAPREM/15024/21 – 2 Greyhound Walk, Thame

  • Trading Name – Caffe Gloria
  • Opening Hours – Monday to Sunday, 8am to 11pm.
  • Activities – Supply of Alcohol on premises (indoors & outdoors), Monday to Sunday, 11am to 11pm.

The Town Council has been consulted. If any Councillor has specific concerns, please be prepared to raise them at the meeting.

h) Withdrawn Application – P21/S2390/FUL – 46B North Street – Change of use of Offices (Class E) to Takeway/Restaurant (Class E/Sui Generis) on the Ground Floor and 2-bed Flat (Class C3) on 1st Floor, plus installation of ventilation ductwork on rear elevation.

To note this application has been withdrawn prior to determination.
