6 For Information

a) Pavement Licence Application – To note that the Town Council has been consulted on a re-application for a Pavement Licence at Rumsey’s Handmade Chocolates (PAV/20307/23). There have been no changes to the furniture, plans or opening times from the previous application as noted by this committee on 28 September 2021.

b) Contrary Decision – P22/S3194/FUL – Whiteleaf Furniture Ltd, Lupton Road – Alterations to an existing building and use as altered as a builders merchant (storage, distribution, trade counter, offices, tool hire and ancillary retail) with associated external storage, resurfacing of yard, erection of 2.4m high fence and gates. (Amended plans received 22 November 2022 showing some changes to the layout, parking, vehicle tracking and the removal of the new access on Lupton Road and the description has been amended to reflect the removal of the new access on the application. As amended by information received 09 January 2023).

To note that the District Council granted planning permission on 6 February 2023. The Town Council objected to the application on 27 September 2022 and 20 December 2022 on the grounds of not being in conformance with TNP Policy WS12, and concerns over the impact on highways and residential amenity.

c) Amended Plans – P22/S4151/HH – 24 East Street – Two storey rear extension and front porch.(as amended by plans received 8 February 2023).

To note that having reviewed the amended plans, Officers considered that they would not change the Town Council’s recommendation made on 20 December 2022 to support the application.

d) Telecommunications 28 Day Notice – P23/S0455/T28 – Whiteleaf Ltd Lupton Road – To upgrade the existing base station at the above location. As part of this upgrade, it is proposed to remove the existing 15m monopole and associated three antennas, to be replaced by a new 20m monopole, associated six antennas, and two. new 300mm transmission dishes, plus ancillary work thereto. This is considered the optimum town planning and environmental solution for the surrounding area.

To note that the Town Council is not a statutory consultee, but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

e) Amended Plans – P20/S4693/FUL – Land to the West of Windmill Road – Development of an existing greenfield site for 31 new affordable homes to include 4x1B maisonettes, 18x 2B4P houses and 9x 3B5P houses. The homes are to remain affordable in perpetuity under the community land trust mechanism and are to provide homes to people with a local connection to Thame. The masterplan includes on site parking and shared green spaces for residents and the wider community. The proposed design also includes proposed upgrades to local infrastructure where the Phoenix Trail meets Windmill Road. As amended by plans dated 26 January 2023 to move the site entrance northward.

To note that having reviewed the amended plans, Officers considered that they would not change the Town Council’s recommendation made on 9 February 2021 to support the application.

f) Notification of Appeal Hearing Date – APP/Q3115/W/22/3296061

Land North of Moreton Road, Moreton – The erection of five dwellings alongside a new access, landscaping and other associated works (amended site location plan received 20 January 2022)

To note that the appeal will take the form of a hearing on 9 March 2023 at 10am via Microsoft Teams.

g) Lawful Development Application – P23/S0590/LDP – 37 Henry Blyth Gardens – Erection of single storey rear extension.

To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.
