To consider making a response to the consultation on the new premises licence application at 5 Buttermarket. The deadline for responses is Friday 30 September 2016.

7. Thame Service Station P16/S2859/DIS

To note that this discharge of conditions application sought sign-off for multiple conditions including doors and windows of original application P15/S2782/FUL. SODC were only seeking views of technical experts in related areas. The site frontage is within the Conservation Area. The views of the Conservation Officer were not however sought regarding the doors and windows. It was noticed that the details for these appear incomplete; only uPVC. No details were offered for the bays fronting Park Street.

To note that the Neighbourhood Plan Continuity Officer will submit these observations to SODC.

b) P16/S2242/FUL – Land at 1 & 2 Moats Crescent – To note that SODC have granted permission. At the meeting on 19 July 2016 the Town Council Recommended No Strong Views with the following comment: In making the recommendation the Members stated that it should not be interpreted that the Committee did not have strong opinions related to this planning application.

c) P16/S2260/A & P16/S2281/LB – 1 Swan Walk – At the meeting on 19 July 2016 the Town Council Recommended Refusal. Since the recommendation an amendment to the planning application has been received which removes all signage to the building except for one iron and painted timber hanging sign. The District Council’s Conservation and Design Officer is satisfied that this proposal will now conserve the wider Thame Conservation Area and will not harm the historic fabric of the listed building. The District Planning Officer has informed the Town Council that a recommendation of approval will be made.

d) P16/S2000/A – The Old Dairy 13A upper High Street
Email received from the District Planning Officer on 15 September 2016 advising that ‘The proposed LED illumination has been removed from the proposal. However, I am aware that there were still objections to the use of laminated glass. It would appear that the current signage material is plastic and whilst this never had permission, it has been there for a number of years. I have discussed the proposal with the conservation officer, and she is of the opinion that whilst it is not an ideal choice of material she does not think that it will be significantly harmful to the character and appearance of the conservation area or the nearby listed building and does not object to the proposal. Therefore, I shall be recommending that the application is approved.

e) P16/S1470/FUL – Land at Elm Tree Farm, Moreton – The District Planning Officer is recommending approval. Email sent to Members of the Planning & Environment Committee on 21 September 2016 requesting volunteers to represent the Town Council at the District Planning meeting on Wednesday 28 September 2016.

f) P16/S0806/FUL – The Wychens, 70 Queens Road – The District Planning Officer is recommending approval. Email sent to Members of the Planning & Environment Committee on 21 September 2016 requesting volunteers to represent the Town Council at the District Planning meeting on Wednesday 28 September 2016
