Minutes of a Virtual Meeting of the Planning & Environment Committee held on 27 October 2020 at 6:30pm by Zoom Conference Call.

1 Apologies for Absence

Apologies were received from Cllr Gregory (personal).

All Members who were present were able to be seen and be heard.

2 Declarations of Interest and Dispensations

Cllr Emery declared an interest in P20/S2796/FUL as she knew the applicant personally and abstained from voting on this item.

3 Public Participation and Public Questions

Ms Rebecca Redford spoke on behalf of Bluestone Planning as the agent for P20/S2796/FUL – 40a Upper High Street. The application had already been presented to this committee who had objected on the grounds that the proposal does not meet national standards for a 2-person 1-bedroom dwelling. Ms Redford clarified that the applicant was intending on only creating a 1-person 1-bedroom dwelling and apologised that this was not clear on the original plans. The matter had been discussed with the Case Officer who had suggested submitting amended plans showing that it would be a 1-person 1-bedroom dwelling, however it was confirmed that it would not be possible to place a condition as such as it would be impossible to prove compliance.

Members then discussed and made a recommendation regarding P20/S2796/FUL.

Members noted the written statement received from the agent of P20/S2661/HH – Hampden House.

6 Reports from Town Council Representatives

A)Transport Representative – Cllr Francis reported that Oxfordshire County Council had applied to the Government to take on Civil Parking Enforcement across Oxfordshire which should come into force in November 2021.

7 For Information

The items for information were noted.

It was noted that SODC had granted permission for P19/S0480/FUL – Thame Service Station, following various amendments to meet Environment Agency requirements. It was regrettable that the proposal encouraged travel by car however the application was approved based on the policies in the existing Local Plan.
