6. THAME SF CONNECT, 50 PARK STREET

To comment on the Variation to Premises Licence application.

Officers understanding is there are two variations for which permission is being sought:

i) Current permission allows Late Night Refreshment – Indoor & Outdoor, Mon-Sun – 23:00 to 05:00 and Alcohol Off Sales, Mon-Sun – 06:00 to 00:00. The variation seeks 24 hour Alcohol Off Sales, Mon-Sun – 00:00 to 24:00.

ii) To remove the conditions listed under Annex 2 and replace with conditions in boxes b to e of Section 16 of the application. In reviewing the conditions officers have noticed the removal of clause 4 relating to the display of signage.

8. For Information

a) P18/S2067/HH – 2 King’s Road – Single storey rear extension (replacing existing conservatory) and single storey side extension. To note the contrary decision. The Planning & Environment Committee, at the meeting held on 3 July 2018, recommended refusal as insufficient information was provided in the application to enable the Committee to make an informed decision. Particularly with regard to no dimensions provided on the plans, unresolved issues of soakaways and foul drainage, drawings show the incorrect position of the sun.

The District Planning Officer’s view was that there was sufficient information on which to make a decision.

b) P18/S2857/LDP – The Poplars, 31 Upper High Street – Insert roof lights in existing roof slopes. Replace infill to existing hayloft door openings. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

c) To note SODC are inviting comments on proposals to update the District Council’s Gambling Act 2005 – Joint Statement of Licensing Policy. The only changes to the policy are:

* 2.7.2 and 2.7.3: Local area profiles are now available on the councils’ websites to assist operators in developing their risk assessments which are required for the application process.

* 2.12: Updated to refer to Data Protection Act 2018 and the General Data Protection Regulation.

* Annex 4: Updated to make reference to the government review of gaming machines and social responsibility measures and the decision that maximum stakes on fixed odds betting terminals will be reduced from £100 to £2.

There are no other significant changes. Responses must be submitted by Midnight on Monday 8 October 2018.

d) P18/S1243/FUL – Withdrawn application – DAF Trucks, Eastern Bypass – Erection of 68 bed care home and associated vehicular parking, landscaping, ancillary infrastructure and other works.

e) P18/S2537/HH – 2 Ford’s Croft – Garage Conversion to habitable accommodation -Contrary Decision. The Town Council recommended Refusal at the meeting held on 14 August 2018 as there was insufficient information on whether adequate off street parking is provided for the size of the dwelling.

Highways recommended a condition ensuring two off street parking spaces. The District Planning Officer’s report confirmed, in their view, the driveway provided sufficient space for two vehicles.
