6 Reports from Town Council Representatives

a)    Transport Representative – Cllr Francis

7 For Information

a)    P19/S4651/HH – 44 Cedar Crescent – Amendment No.1 – Variation of condition 2 (approved plans) of application P19/S0998/HH – To allow for alterations to the approved scheme to facilitate provision of first floor accommodation within roof void, an enlargement of approved side extension and changes to existing or approved doors and windows. (as amended by plans received 30 January 2020 reducing the size of the roof extension over the garage, changing the fenestration, and omitting the rear balcony). Single storey rear and side extension and alterations.

To note that having reviewed the amendment, it is the Officer’s view that it would not change the Town Council’s recommendation made on 14 January 2020 to Object on the grounds of: 1. Over-development; 2. Out of character; 3. Unneighbourly.

To further note the contrary decision made on 17 February 2020 to grant planning permission. The Town Clerk has requested a meeting with the Head of Planning at South Oxfordshire District Council to discuss the procedure and timeline for ‘calling-in’ householder planning applications.

b)    To note that the Town Clerk and Councillors met with Minerals and Waste Officers from Oxfordshire County Council (OCC) on Friday 14 February 2020 to discuss concerns regarding the two Thame Sites as part of OCC’s Minerals and Waste Local Plan Consultation. The Town Clerk will collate all comments and submit a response from the Town Council to OCC.

c)    Notification of new residential property address – Erection of 1 new residential dwelling to be named and numbered: Corner Cottage, 4A Queens Close.

d)    P19/S0480/FUL – Thame Service Station, Long Crendon Road – Amendment No.6 – Two Drive Thru (A1, A3, A5) Pods with associated landscaping, hardstanding and other associated works. (Updated Flood Risk Assessment received 13 February 2020).

To note that having reviewed the amendment it is the Officer’s view that it would not alter the Town Council’s recommendation to Object on the grounds of Loss of HGV parking and coach parking.

e)    Road Closure Notice – Chinnor Road, Towersey o/s Rose Cottage (diversion via Howland Road, Thame) – 5 to 7 March 2020, 24 hour per day closure.

f)     Road Closure Notice – Chinnor Road, Thame B4445 – 10 and 11 March, 9:30am-3:30pm

g)    P20/S0092/O – 69 Park Street – Demolition of existing buildings and erection of 3 three-bedroom two-storey dwellings with parking and amenity space.

To note the District Planning Committee will consider this application on Wednesday 26 February 2020. The District Planning Officer’s recommendation to Committee is to grant permission. As agreed at the Planning & Environment Committee held on 4 February 2020 the Town Council objected on the grounds of: 1. Dangerous access onto the highway; 2. Proximity to entrance to primary school; 3. Loss of retail units and employment, particularly in the light of around 400 newly built homes within 500 metres of the site.
