a) P21/S0258/LDP – 5A Oxford Road – Proposed single storey side extension on the eastern side of the existing house. Extension to have part pitched and part flat roof. Materials to match existing house.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

b) P20/S4632/FUL and P20/S4633/LB – 20 Upper High Street – Additional Information received 29 January 2021 – Change of use and conversion of ground and first floor to number 20, to form a single dwelling and reinstate its historic residential use.

To note that having reviewed the amendment, it is the Officer’s view that it would not alter the Town Council’s recommendation made on 12 January 2021 to Object to the application on the grounds it is contrary to TNP policies WS2 and WS9, and inadequate internal space.

c) P20/S3665/FUL – Meadow View Park, Tythrop Way – Amendment Nos. 1 & 2– Additional tree protection details submitted 30th January 2021 and spectator stands repositioned as shown on amended plans received 7th February 2021.

To note that having reviewed the amendments, it is the Officer’s view that they would not alter the Town Council’s recommendation made on 27 October 2020 to Support the application. To note planning permission was granted on 12 February 2021.

d) SE21/35 – Enforcement case at Tithe Barn, Church Road – The allegation is; Without planning permission and listed building consent the material change of use of a listed barn from B1 to nursery.

To note that the Town Council has raised this case with SODC following concerns received via the Thame Conservation Area Advisory Committee and local residents.

e) P21/S0349/AG – Park Grange Farm, Thame Park Road – Steel Framed Building.

To note the agricultural notification application. The Local Planning Authority has stated it is unable to take any comments after 19 February 2021. Comments must relate to the proposed work on the local landscape, the setting of any listed buildings and/ or ancient monuments and the effect on any sites of recognised nature conservation interests.

f) P20/S2729/HH – 44 Cedar Crescent – Variation of condition 2 (approved Plans) of application P19/S0998/HH (Single storey rear and side extension and alterations) -To allow for alterations to the approved scheme to facilitate provision of first floor accommodation within roof void (as amended by plan and additional information received 12 October 2020 providing floor level information and plans received 26 November 2020 reducing depth of side roof extension).

To note the District Planning Committee will consider this application on Tuesday 23 February 2021. The District Planning Officer’s recommendation to Committee is to grant permission. The Town Council objected to the application on 25 August 2020 on the grounds of: out of character, unneighbourly, overdevelopment and impact on Cuttle Brook Nature Reserve. The Town Council responded on 15 December 2020 to the amendment with the following: Thame Town Council has objected to the reduction in the separation of dwellings in this area primarily because it introduces a form that is out of character with the area and impacts on views from the Cuttlebrook Nature Reserve. The Town Council notes the reduction in depth of the proposed extension, but this is not sufficient to overcome the grounds for our objection. We do not, however, believe that a reiteration of those objections will be heeded by the District Council.

The Town Council has been invited to attend and decisions on representations are being progressed via email.

g) P20/S4663/HH – Kalpana, Brook Lane – Garage conversion & extension.

To note this application has been withdrawn prior to determination.

h) To note that the Town Council has received complaints of various parking / highways concerns on the Bellway estate relating to the recently approved planning application P20/S3163/FUL (3A Wenman Road) and ongoing issues relating to Invictus Gym and T W Ludgate. The Neighbourhood Plan Continuity Officer is seeking further information in order to investigate.
