Minutes of a Meeting of the Planning & Environment Committee held on 21 May 2019 at 6.30pm In the Upper Chamber, Thame Town Hall.

1. Apologies for Absence

There were no apologies.

2. Declarations of Interest and Dispensations

Cllr Wyse declared an interest in planning application P19/S1408/HH as the applicant was known to him. It was agreed this would not preclude him from taking part in discussion or voting on this item.

3. Public Participation and Public Questions

There was no public participation.
There were no public questions put to the Committee.

4. Minutes

The Minutes of the meetings held on 30 April 2019 and 14 May 2019 were approved and signed by the Chairman.

P19/S1373/A – 3 CORNMARKET
Installation of 1 No. 1370mm high non-illuminated acrylic sign to cover redundant ATM.
OBJECTS
1. The redundant ATM must be removed and the building reinstated to its original state prior to the installation of the ATM. Brickwork to match existing.

6. P19/S0975/FUL – Thames Valley Police Federation, 76 Wellington Street

At the Planning & Environment Committee meeting held on 30 April 2019 application P19/S0975/FUL was discussed. It was resolved to Object to the application for the following reasons; insufficient parking, lack of information on how parking will be managed when the 30 seat conference room is being used and potential impact on local residents and streets from an increase in on street parking.

Further to the meeting additional information was submitted by the architect on behalf of the client and also from the client, Thames Valley Police Federation addressing the areas of concern raised by the Town Council. The District Planning Officer has asked that the Planning & Environment Committee consider whether the additional information is enough for the Committee to consider recommending No Objection to the application.

After discussion it was agreed to alter the recommendation provided the condition suggested by Thames Valley Police is applied, that staff and visitors to the site will not park on the street.

RESOLVED that:

i) The recommendation of No Objection be approved subject to a condition that staff and visitors to 76 Wellington Street will not park on the street.

7. P18/S4111/FUL & P18/S4112/LB – 1a Cornmarket
Change of use of premises from retail (A1 use) to a 2-bedroom dwelling (C3 use) incorporating external alterations

It was noted that the District Planning Committee will consider the applications for 1a Cornmarket again on 22 May 2019. The District Planning Officer’s recommendation to Committee is to grant permission. As agreed at the Planning & Environment Committee meeting held on 8 January 2019 the Town Council Objects to the planning application and will make representations against the application at the District Planning Committee.

The Committee Services Officer called for a volunteer to attend the District Planning Committee meeting. Cllr Gregory agreed to attend the meeting to support the Neighbourhood Plan Continuity Officer.

8. Reports from Town Council Representatives

a) Transport Representative – Mrs M Stiles – the Parish Transport Representatives had not met, nothing to report.
