Proposed single storey rear extension, amendment to previous application P18/S4310/HH.

6. P19/S0975/FUL – Thames Valley Police Federation, 76 Wellington Street

To consider additional information supplied by Thames Valley Police Federation in response to the Town Council’s recommendation of Objection on the grounds of insufficient parking, lack of information on how parking will be managed when the 30 seat conference room is being used and the potential impact on local residents and streets increase in on street parking.

To agree a formal response.

7. P18/S4111/FUL & P18/S4112/LB – 1a Cornmarket
Change of use of premises from retail (A1 use) to a 2-bedroom dwelling (C3 use) incorporating external alterations

To note the District Planning Committee will consider the applications again on 22 May 2019. The District Planning Officer’s recommendation to Committee is to grant permission. As agreed at the Planning & Environment Committee meeting held on 8 January 2019 the Town Council Objects to the planning application and will make representations against the application at the District Planning Committee.

Representations will be progressed via email.

9. For Information

a) P19/S0344/FUL – Amendment No. 1 – Land between Elmfield House and The Old Dairy, Moreton. Erection of a detached single storey four bedroom dwelling with parking and amenity space (additional arboricultural information received 17 April 2019). To note that having reviewed the latest amendments it is the officer’s view that they would not alter the Town Council’s recommendation of No Objections.

b) P19/S1363/LDP – 9 Queens Road – Single storey extension at the rear. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

c) P19/S0841/FUL – 10 Moats Crescent – Contrary Decision – Erection of detached chalet bungalow. At the Planning & Environment Committee meeting on 2 April 2019 No Objections was agreed. The District Council have refused permission as the proposal would be out of keeping with the character of the area and have a detrimental effect on the amenity of 10 Moats Crescent.

d) Greyhound Lane – Notification of new addresses.

e) P18/S2735/LB – Various Listed Buildings, Thame Town Centre – Contrary Decision – Production and installation of commemorative plaques denoting the use of six listed buildings in Thame as filming locations for Midsomer Murders series.

This application was considered at the District Planning Committee meeting on 24 April 2019. After discussion the District Council refused listed building permission. To note the formal Decision Notice.

f) P18/S3531/FUL – Unit 3, Wenman Road – Contrary Decision – Change of Use from B8 (Storage & Distribution) to D2 (Indoor Sports and Leisure) incorporating internal and external alterations.

The application was considered at the District Planning Committee meeting on 24 April 2019. After discussion the District Council granted planning permission. To note the formal Decision Notice.

g) P19/S0611/HH – 60 High Street – Formation of dropped kerb and removal of wall to create parking space. At the Planning & Environment Committee meeting on 12 March 2019 No Objections was agreed subject to no objection from the County Highways Officer.

To note the Highway Officer objected to the application on the grounds of highway safety. The District Conservation Officer’s report concluded ‘the loss of the wall would result in less than substantial harm to the significance of the conservation area. This harm is not outweighed by the public benefits of the proposal’. The District Council has refused permission.
