5 Planning Applications

1481 – LAND AT ELM TREE FARM, MORETON – AMENDMENT NO.1

Erection of a detached dwelling with access, parking and amenity space (contaminated land questionnaire received 9th September 2021 and additional biodiversity information received 15th October 2021) and footprint reduced and position and design of dwelling altered as shown on amended plans received 30th November 2021)

6 Notification of Appeal – APP/Q3115/W/21/3275986

20 Upper High Street – Change of use and conversion of ground and first floor to number 20, to form a single dwelling and reinstate its historic residential use.

The Town Council objected to planning application P20/S4632/FUL at its meeting on 12 January 2021 on the grounds that:

  • The proposal is contrary to TNP Policy WS2 in proposing residential use within an A1 unit with a long history of continuous use
  • The overall internal space within the proposed dwelling is inadequate, at only 70% of the minimum size for a 2-bed, 4-person dwelling.
  • There would be harm to existing residential use on the upper floor of 18 – 20 Upper High Street, contrary to TNP Policy WS9

The District Planning Authority refused permission on 17 March 2021 on the grounds that the loss of the A1 retail unit at ground floor level to a residential use (C3 use) would undermine the vibrancy and commercial vitality of Thame town centre and result in the loss of a small scale employment opportunity that contributes positively to the diversity and attractiveness of this part of Thame.

The applicant has raised an appeal to the Planning Inspector. The appeal will be determined on the basis of written representations. All representations must be received by 28 December 2021.

To note that Neighbourhood Plan Continuity Officer (NPCO) and Market Town Co-Ordinator have supported District officers in their response to the appeal and, if it is deemed prudent by the District Council / Town Council, to direct the NPCO to make a representation on behalf of the Town Council.

 

7 Tree Preservation Order – No. 21S19

The District Council has recently considered the preservation of seven Oak trees at Land south of Rycote Lane, Thame, as it is of the view that the trees have significant amenity value. As a result it has been decided to protect the trees by means of the above tree preservation order which came into force on 1 December 2021. The Town Council can make an objection, express support or other representations to the order before 29 December 2021.

To consider a response to the tree preservation order.

 

8 Premises Licence Application – LAPREM/15804/21

  • Address: Unit 19, Thame Park Business Centre, Wenman Road.

  • Supply of Alcohol – Off: Monday – Sunday, 7am – 10pm

To note that, following the Town Council’s concerns regarding possible noise disturbance, the District Council have advised that the business is a third-party fulfilment house who dispatch other company’s stock (including alcohol) to their customers via a courier. No alcohol is consumed or sold on site, and the site is not open to the public.

The statutory consultation period ended 17th December 2021 and therefore, in discussion with the Chair of this committee, to note that the Town Council has submitted no objections to this application.

 

9 For Information

a) Contrary Decision – Park Meadow Cottage – P19/S1596/FUL – Erection of two 2-bed dwellings and four 3-bed dwellings (alterations to layout of development and rights of access information and additional drainage details provided as shown on plans and supporting documents received 25th September 2019 and additional updated tracking plan received 25th February 2020).

To note that the District Council granted planning permission on 1 December 2021. The Town Council objected to the application on 18 June 2019 and 15 October 2019 on the grounds of Overdevelopment; Failure to provide affordable housing in line with recognised need; Failure to provide a Thame-specific Affordable Housing and Dwelling Mix Strategy; Out of character with the area and failure to identify bicycle parking.

b) Lawful Development Application – 59 Cotmore Gardens – P21/S5074/LDP – Ground Floor Rear Extension, extending the existing lounge, and providing a new utility room. Removal of garage door and replace with superstructure and new window, to form a garden studio.

To note that application seeks confirmation from the Local Planning Authority that the proposed development is lawful. The case officer has stated that they are therefore unable to take any comments on the planning merits of the proposal into account, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.

c) Lawful Development Application – 106 Aylesbury Road – P21/S5048/LDP – Proposed single storey rear extension.

To note that application seeks confirmation from the Local Planning Authority that the proposed development is lawful. The case officer has stated that they are therefore unable to take any comments on the planning merits of the proposal into account, but if any Councillor has specific concerns, please be prepared to raise them at the meeting.

d) Telecommunications 28 Day Notice – Near 4 Sycamore Drive – P21/S5106/T28 – 28 days notice – Intention to install pole 9m medium – ref WCTNKT7K.

The Town Council is not a statutory consultee, but if any Councillor has specific concerns, please be prepared to raise them in the meeting.

e) Withdrawn Application – First Floor 46B North Street – P21/S4493/N5C – Conversion of first floor offices (Class E) to 2-bed flat (C3).

To note this application was withdrawn prior to determination on 8 December 2021.
