You are hereby summoned to attend a meeting of the Planning and Environment Committee on Tuesday 20 December 2022 at 6.30pm (maximum one hour) in the Upper Chamber (Thame Town Hall) for the transaction of business as set out on the attached agenda.

1 Apologies for Absence
2 Declarations of Interest and Dispensations
To notify of any items that appear in the agenda in which there may be an interest that has not been recorded in the Member’s Register of Interest, and confirmation of any relevant dispensations.
3 Public Participation and Public Questions
To consider applications from members of the public to address the Committee (5 minutes maximum), in respect of any item of business included in the agenda. Applications to speak must have been received by the Town Clerk no later than 5pm on the last working day preceding the meeting.
To consider questions from members of the public (who live, work, or run a business in the Parish). Written questions must have been received by the Town Clerk no later than 4pm on the last working day preceding the meeting.

5 Planning Applications
1660 – PARK MEADOW FARMHOUSE THAME PARK ROAD
Proposed erection of two 4 bed houses, car parking and landscaping.
1661 – 24 EAST STREET
Two storey rear extension and front porch.
1663 – 12 BEECH ROAD
Proposed front extension, side extension to replace existing garage, and rear extension to existing dwellinghouse.
1664 – 12 WENTWORTH ROAD
Demolition of existing conservatory, construction of single storey extension, addition of window to side elevation.
1665 – 1 GRIFFIN ROAD
Demolition of existing garage. Construct part two storey/part single storey side extension.
1666 – PLAY PARK THAME MEADOWS ESTATE
Installation of 5 pieces of Public Art – ‘totems’ – in 5 locations around Thame as part of a new story trail. Each ‘totem’ is 2m tall and will be set into a base that is 600mm x 600mm, to a maximum depth of 900mm.
1667 – 3 CORNMARKET
External works: Remove all Fascia and external signage and make good. Remove all external marketing. Remove 1no. ATM to Cornmarket elevation and infill to match existing finishes. Remove 1no. ATM and signage cover panel to The Shambles elevation. Seal letterbox. Night safe to be removed and lid sealed. Temporary correx to windows (internal face).
6 Bus Shelters / Bus Stop Improvements
To consider the report and recommendation to Full Council.
7 For Information
a) Amended Plans – P22/S3194/FUL – Whiteleaf Furniture Ltd, Lupton Road – Alterations to an existing building and use as altered as a builders merchant (storage, distribution, trade counter, offices, tool hire and ancillary retail) with associated external storage, resurfacing of yard, erection of 2.4m high fence and gates. (Amended plans received 22 November 2022 showing some changes to the layout, parking, vehicle tracking and the removal of the new access on Lupton Road and the description has been amended to reflect the removal of the new access on the application).
To note that having reviewed the amended plans, Officers consider that they would not change the Town Council’s recommendation made on 27 September 2022 to object on the grounds of loss of employment, highways impact and impact on residential amenity.
b) Lawful Development Application – P22/S4372/LDP – 6 Webster Close – Construction of single storey rear flat roof extension.
To note that the application seeks confirmation from the Local Planning Authority that the proposed development is lawful and therefore they are unable to take any comments on the planning merits of the proposal into account. If any Councillor has specific concerns, please be prepared to raise them at the meeting.
c) Amended Plans & Information – P21/S1511/FUL– Land North of Rycote Lane – Variation of condition 2 (Approved Plans) for off-site highway works incorporating alterations to Rycote Lane in application P17/S4441/O. (Additional information received 7 December 2022).
To note that having reviewed the amended plans, Officers consider that it would not change the Town Council’s recommendation made on 25 May 2021 of No Comment.

To note that the Planning & Environment Committee meeting on 10 January 2023 has been cancelled.
