6.  BT Payphone Kiosk Removal Consultation

BT have commenced a formal consultation process regarding their current programme of intended public payphone removals. There are currently two public payphones identified in the Parish of Thame located at Churchill Crescent and Moreton Road in Moreton.

To consider making a formal response to the consultation.

8. For Information

a) P16/S3057/FUL – Timberlake Motors, C5 Station Yard – At the P&E Committee meeting on 27 September 2016 it was agreed to recommend refusal on the grounds of the application being unneighbourly with the comment: ‘It was assumed that the change of use only referred to the area north of the carriageway as the area to the south is in active use as a business. It was not clear from the application what associated works may be required. Should the district planning authority be minded to approve the application strict conditions should be applied to the permission with regard to a structural survey, depth of the excavation work and proper building control’.

The following email has been received from the District Planning Officer:

I am seeking a structural report for the above application given that there have been concerns raised by neighbours with regards to subsidence.

If they send a report and the report concludes that the works can be carried out without causing any subsidence then is Thame Town Council still likely to object? Given that this has already been done in this location, it would be difficult to refuse based on it may cause subsidence.

Town Council Officers have responded to advise that the Town Council would not be likely to object to a recommendation of approval provided that the structural report concludes that the works can be carried out without causing any subsidence.

b) P16/S3948/LDE – The Poplars, 31 Upper High Street – Use as garden land. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

c) APP/Q3115/W/16/3154774 – Bull Lane – Erection of a modest, highly sustainable two storey two bedroom residential dwelling. – Notification of Appeal Decision. The Inspector’s conclusion was that ‘the proposed development would deliver public benefits from an additional house, a high level of sustainable construction and an accessible location. However, these benefits are modest and would not outweigh the harm to Thame Conservation Area and the significant harm to the living conditions of occupiers of Burgage House. For these reasons, and having had regard to all other matters raised, I conclude that the appeal should be dismissed.’
