7. P18/S3143/O – DAF Trucks Ltd, Eastern Bypass
Hybrid planning application with:

Outline planning permission (all matters reserved except for access) sought for demolition of existing buildings and development of 1511 sqm (gross) of offices within Class B1 and up to 129 dwellings within Class C3 and associated works.

Full planning permission sought for erection of a 68 bed care home within Class C2 and associated access, vehicular parking, landscaping, ancillary infrastructure and other works.

To note the District Planning Committee will consider this application on 20 February 2019. The District Planning Officer’s recommendation to Committee is to grant permission. As agreed at the Full Council meeting held on 16 October 2018 the Town Council Objects to the planning application and will make representations against the application at the District Planning Committee.

9. For Information

a) P19/S0189/FUL – Windrush, Bridge Terrace – Formation of new parking area and enlargement of rear gardens. Noted during discussion of planning application P19/S0095/FUL at the Planning & Environment Committee meeting on 29 January 2019.

b) P19/S0204/N1A – Unit 5, Goodsons Industrial Mews, Wellington Street – Change of use of an office use (Class B1(a)) to residential (Class C3) (10 x 1 bed flats).

P19/S0206/N1A – Unit 6 & 7, Goodsons Industrial Mews, Wellington Street – Change of use of an office use (Class B1(a)) to residential (Class C3) (12 x 1 bed flats).

The two notifications listed above seek determination from the District Council as to whether the prior approval of the authority is required related to: a) transport & highways impacts of the development b) contamination risks on the site and c) flooding risks on the site.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

c) 280 / X8 Arriva – Aylesbury / Haddenham / Thame / Oxford – To note the revised bus timetable has been published with services due to commence on 17 February 2019.

d) P18/S3596/FUL – Land at The Elms, Upper High Street – Amendment No. 1 – dated 25 January 2019 and Amendment No. 2 – dated 8 February 2019. The erection of a ‘Housing with Care’ development (Use Class C2) and a communal residents centre; the creation of new public open space; the provision of new pedestrian / cycle links from Upper High Street to Elms Road and Elms Park; repairs and alterations to the boundary walls and entrance of Elms House, and associated infrastructure works and landscaping.

Amendments refer to details on Landscaping & Trees and Design & Amenity – following comments made by the Conservation Officer, the Urban Design Officer and the Crime Prevention Design Adviser. Also to waste management, drainage, affordable housing and marketing.

To note that after reviewing the additional information it is the Officer’s view that the amendments would not alter the Town Council’s Objections to this planning application.

e) P19/S0053/LDP – 36 Queens Close – Single storey side and rear extensions, rear dormer window, roof light, garden room, new porch and new window openings. Amended plans received 28 January 2019. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

f) P18/S3997/FUL – 10 Moats Crescent – Erection of detached chalet bungalow. To note planning permission has been refused by the District Council on the grounds that:

1) The proposal represents a contrived and incongruous form of backland development that would be out of keeping with the character and appearance of the area and does not reinforce local distinctiveness.
2) Unneighbourly and harmful to the residential amenity of 10 Moats Crescent, it would be overbearing and the Juliet balcony would result in overlooking.

At the Planning & Environment Committee meeting on 18 December 2018, the Committee Objected on the grounds of overlooking, overdevelopment and unneighbourly.

g) P18/S3989/HH – 1 Queens Road – Formation of habitable rooms in roof space with 2 no. front elevation dormers. To note planning permission has been refused by the District Council on the grounds that:

1) The scale, location and design of the dormer windows, would harm the character and appearance of the dwelling and the wider surrounding area when viewed from public vantage points.

At the Planning & Environment Committee meeting on 18 December 2018, the Committee Objected on the grounds of overdevelopment, awkwardness of the design and parking.

h) P19/S0362/LDE – 21 Aylesbury Road – Lawful Certificate of the existing use of a domestic kitchen extension. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
