Minutes of a Meeting of the Planning & Environment Committee held on 17 August 2021 at 6:30pm in the Upper Chamber, Thame Town Hall.

1 Apologies for Absence

Apologies were received from Cllr Dite (personal).

2 Declarations of Interest and Dispensations

Cllr Dodds declared an interest in application P21/S3092/FUL as his property shared a fence with the application site. Cllr Deacock declared an interest in application P21/S3343/HH as he knew the applicant.

Although these were not pecuniary interests, both Cllrs Dodds and Deacock abstained from voting on these planning applications.

6 For Information

The items for information were noted.

With regards to Item 6h), a question was raised as to whether applicants seeking to convert offices to residential, had to prove that there was not a need for the offices? The Neighbourhood Plan Continuity Officer (NPCO) advised that since 2013 applicants only needed to prove that offices were in use on a certain date. It was felt that this was unbelievably short sighted and would see the loss of suitable offices into unsuitable residential accommodation. Members questioned whether the warehouse at the rear would be converted? It was considered that if the office conversion was approved, it could be used to lever the site as unmarketable and result in the warehouse conversion to residential accommodation, however it was noted that large areas of the site were within the flood zone.
