8 Reports from Town Council Representatives

a) Transport Representative

To note that following the resignation of Cllr Francis, updates on transport matters will be given by Officers as and when required until the Annual Meeting of the Council in May when a new Transport Representative will be elected.

To note that Oxfordshire County Council intend to start the Redline ‘town service’ 120 bus route on Monday 10 May 2021 following the latest Government Covid-19 guidance.

To note that the Chairman of this committee is leading the coordination of the Town Council’s response to Oxfordshire County Council’s Local Transport and Connectivity Plan Vision Consultation.

9 For Information

a) Contrary Decisions – P20/S4673/FUL and P20/S4675/LB –Outbuilding rear of 20 Upper High Street – Change of use of rear outbuilding, with extension to rear and first floor to form a 1 bed dwelling.

To note the District Planning Authority granted planning permission and listed building consent on 19 February 2021. The Town Council Objected on 12 January 2021 on the grounds of: Poor design, Harm to listed building and Conservation Area, Loss of retail floorspace, Inadequate floorspace, Shared cycle and bin storage with 18-20 Upper High Street and Harm to residential amenity through shared use of garden.

b) To note the naming and numbering of one new residential dwelling: Whitlock, 1A Oxford Road, Thame, OX9 2AG.

c) Contrary Decision – P20/S2729/HH – 44 Cedar Crescent – Variation of condition 2 (approved Plans) of application P19/S0998/HH (Single storey rear and side extension and alterations) -To allow for alterations to the approved scheme to facilitate provision of first floor accommodation within roof void (as amended by plan and additional information received 12 October 2020 providing floor level information and plans received 26 November 2020 reducing depth of side roof extension).

To note the District Planning Authority granted planning permission on 24 February 2021. The Town Council Objected on 25 August 2020 and 15 December 2020 on the grounds of: Out of character, Unneighbourly, Overdevelopment, and Impact on Cuttle Brook Nature Reserve.

d) P21/S0524/LDE – 9 Van Diemans Road – Certificate of Lawful Existing Use for extension which has replaced existing conservatory.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.

e) SODC Planning Committee Notification – P20/S4632/FUL and P20/S4633/LB – 20 Upper High Street – Change of use and conversion of ground and first floor to number 20, to form a single dwelling and reinstate its historic residential use.

To note the District Planning Committee will consider this application on Wednesday 17 March 2021. The District Planning Officer’s recommendation to Committee is to grant permission. The Town Council objected to the application on 12 January 2021 on the grounds of: contrary to TNP policies WS2 and WS9, and inadequate internal floorspace for a 2bed-4person dwelling.

The Town Council has been invited to attend and decisions on representations are being progressed via email.

f) P21/S0957/N1A – St Andrew’s Court, Wellington Street – Change of use of the existing Class B1(a) (office) floorspace to 22 Class C3 (residential) self-contained flats.

The notification listed above seeks determination from the District Council as to whether the prior approval of the authority is required related to: a) transport & highways impacts of the development b) contamination risks on the site and c) flooding risks on the site.

The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
