Minutes of a Meeting of the Planning & Environment Committee held on 12 June 2018 at 6.30pm In the Upper Chamber, Thame Town Hall.

1. Apologies for Absence

Apologies for absence were received from Cllrs Dodds (Holiday), Emery (Holiday) and Jones (Holiday). Cllr Deacock was absent without apology.

2. Declarations of Interest and Dispensations

There were no declarations of interest.

3. Public Participation and Public Questions

There was no public participation.
There were no public questions put to the Committee.

4. Minutes

The Minutes of the meeting held on 22 May 2018 were confirmed as a correct record and signed by the Chairman.

Comment:
The Committee regretted that there was no outdoor amenity space.
It was noted that this would create a new dwelling but no paperwork relating to CIL had been submitted.
Permitted Development Rights should be removed.

6. Reports from Town Council Representatives

a) Transport Representative – Cllr Stiles apologised that there had not been time to provide a written report for the meeting.

Cllr Stiles had attended the Parish Transport Representatives (PTR) meeting on Monday 4 June 2018 and it had been a good meeting. The County Council Officer responsible for school transport was keen to consult with local communities regarding the school transport provision ahead of the next tender process. He has asked for a meeting with representatives from Thame and Chinnor to discuss the possibility of school transport being used to provide community transport during the day outside of the school use hours.

Frustratingly the Officer with whom Cllr Stiles particularly wanted to speak with at the surgery regarding provision of a hopper bus had sent his apologies and was unable to attend.

Further to the question raised at the last Committee meeting regarding when the new bus stops on Kingsey Road would be installed. Cllr Stiles reported that the proposed site opposite the Health Centre would now have to be moved as the resident whose house the stop was to be outside of had obtained permitted development rights to improve access to his property and had installed a dropped kerb. A site visit with OCC is scheduled for next week to consider the original suggestion of a bus stop near Orchard Close.

A question was raised with regard to charge to school pupils who use school transport to and from school. Cllr Stiles said her understanding was that only members of the Sixth Form were required to pay, however she would check and report back.
