Minutes of a Meeting of the Planning & Environment Committee held on 12 January 2016 at 6.30pm In the Upper Chamber, Thame Town Hall.

1 Apologies for Absence

Apologies for absence were received from Cllrs Deacock (Business) and Stiles (Personal).

 

2 Declarations of Interest and Dispensations

There were no declarations of interest.

 

3 Public Participation and Public Questions

Mr Jeff Emmett spoke in favour of the planning applications submitted for The Prebendal, 16 Priest End. The applicant had lived in the Prebendal for over 20 years but due to a change in family circumstances Mr Emmett had been instructed to design a new dwelling, within the grounds, suitable for a family.

There was currently an old barn with a plastic roof located on the proposed site. The old barn was long and linear and positioned hard up against the car park of the Berkeley Homes development on the old Rycote College site. There was also another building used as a garage and the plan was to demolish both buildings and erect a barn style dwelling and garage. Pre-application discussion had taken place with the District Conservation and Planning Officers. During discussion the Officers felt the pitch of the garage roof could be reduced. This had not been reflected in the current plans as space in the roof may be required to provide further accommodation in the future as a children’s playroom. The roof height also provided extra privacy for the new dwelling and combined with the fact that the garage would be sited on lower ground Mr Emmett felt the height to be acceptable.

The new dwelling would be sited a little further away from the car park than the current old barn to aid privacy to the occupants of the new dwelling. It would be of a timber framed construction, clad with oak weatherboarding and a clay roof.

Cllr Cowell entered the meeting during this item.

6 Reports from Town Council Representatives

a) Transport Representative – In Cllr Stiles absence the Town Clerk gave a brief update. When the results of the bus consultation were published it was suggested that Towns and Parishes may wish to meet with the bus companies. These meetings have now been arranged for 19 & 20 January in Oxford. Either Cllr Stiles or the Town Clerk would attend along with the Information Centre Officer on the day when the No. 40 route would be discussed. Members expressed concern as to what would happen to S106 funding that had been specifically allocated to bus services in Thame if the bus services concerned were cut.

 

7 For Information

The items for information were noted. Members enquired as to the detail of the footpath widening work that was proposed for Rooks Lane. The Town Clerk made reference to the additional information that had been received from the District Planning Officer on the Tesco planning application which had been circulated to Councillors. The Town Clerk would also circulate the information to Carter Jonas and the Council’s planning consultant for their comment. It was expected that the application would be considered by the District Council on either 10 February or more likely 9 March 2016.
