P19/S0608HH – 77 PARK STREET
Amendment No. 1
Single and two storey rear extension, single storey side extension, and interior remodelling (as amended by plans and additional information received 30 April and 24 May 2019 altering design of rear extension, proposing render on side wing, tree protection and landscaping plan).
P19/S1455/HH – 25 QUEENS CLOSE
Demolition of existing garage and rear utility. Construction of single storey rear extension and two storey side extension.
P19/S1485/HH – 1 BROOKSIDE
Single storey rear extension.
P19/S1472/HH – 8 HORTON AVENUE
Demolish part rear construct part two storey / part single storey rear extension. Remove front wall and form vehicular access and brick paved parking area.

Single storey rear extension (flat roof) and alterations to east elevation eaves height and window size.

Removal of existing window and demolition of wall below and the installation of new door with glazed screen within the opening and proposed glass canopy.
6. APP/Q3115W19/3228431 – P18/S3596/FUL – Land at The Elms, Upper High Street
The erection of a ‘Housing with Care’ development (Use Class C2) and a communal residents centre; the creation of new public open space; the provision of new pedestrian / cycle links from Upper High Street to Elms Road and Elms Park; repairs and alterations to the boundary walls and entrance of Elms House; and associated infrastructure works and landscaping.
To note the above appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application.
To agree that delegated authority is given to the Neighbourhood Plan Continuity Officer (NPCO), with the assistance of other Officers as relevant, to prepare and submit representations to the appeal on behalf of the Town Council. To note Officers will also liaise with the District Council’s team assigned to the appeal.
7. P18/S4111/FUL & P18/S4112/LB – 1a Cornmarket
Change of use of premises from retail (A1 use) to a 2-bedroom dwelling (C3 use) incorporating external alterations
To receive a verbal report on the District Planning Committee meeting held on Wednesday 22 May 2019 at which planning applications P18/S4111/FUL and P18/S4112/LB were discussed.

a) P19/S1057/FUL & P19/S1058/LB – Amendment No. 1 – 13 Upper High Street, Proposed single storey extension to rear courtyard, removal of 20th century lean to wc extension, unblocking a blocked up ground floor doorway, reinstating existing chimneys and flues, internal alterations to create two new wc’s including a disabled access wc, and removal of a partition at second floor. Use of ground floor as B1 office space and basement as meeting room with waterproof and insulated internal lining. Upgrade of insulation quilt laid over first floor ceiling where accessible. Replacement of existing boiler from basement to location under stairs, re-using existing flue. Replacement of air conditioning plant in rear courtyard with two new external condensers to rear of courtyard. Internal air conditioning plant to be upgraded using existing pipe runs where possible. Handrails added to steep stepped street entrance. (Amended description and plans, and additional supporting documentation received 14 May 2019).
To note that having reviewed the amendments it is the officer’s view that they would not alter the Town Council’s recommendation of No Objections made on 30 April 2019.
b) P19/S0095/FUL – Windrush, Bridge Terrace – Amendment No. 1 – Variation of Condition 2 of application P15/S3607/FUL for the increase in the height of Units 1 and 2, the provision of 5 roof lights and 5 skylights to Units 1 and 2 to facilitate loft conversions, the provision of two additional windows in the east elevation of Unit 3 and the reconfiguration of the ground floor layout of Unit 3.
To note that having reviewed the amendments it is the officer’s view that they would not alter the Town Council’s recommendation to Object made on 29 January 2019.
c) P19/S1002/HH – 65 Park Street – Amendment No. 1 – Replacement of existing dormer window with new dormer window and alterations to existing attic space (As amended plans received 21 May 2019).
To note that having reviewed the amendment it is the Officer’s view that it would not alter the Town Council’s recommendation of No Objections made on 30 April 2019.
d) To note the name of Yeats Lodge, Greyhound Lane (Churchill Retirement development) has been chosen because of W B Yeats connection to Thame.
e) P19/S0889/HH – 28 Webster Close – Conversion of Habitable Space and Single Storey Rear Extension. At the Planning & Environment Committee meeting on 2 April 2019 No Objections was agreed plus comment – the Committee regretted the loss of garage for original purpose.
To note the Highway Officer objected to the application on the grounds of highway safety. The new space does not conform to standards and the space in front of the garage overhangs the pavement. District Conservation Officer’s report concluded ‘the development will not harm visual amenity or neighbours. However, highway safety will be harmed. Therefore it is concluded that the development does not conform with the relevant policies of the adopted Local Plans, the NPPF and the Thame Neighbourhood Plan’. The District Council refused permission.
f) P19/S1609/LDP – 75 Park Street – First floor rear extension. Add pitched roof in lieu of flat on rear elevation. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
g) P19/S0617/LB – 41 High Street – Conversion of existing garage into accommodation and interior remodelling to the main house – Amendment No. 1 – Additional Heritage Statement received 20 May 2019. To note that having reviewed the amendment it is the Officer’s view that it would not alter the Town Council’s recommendation of No Objections plus Comments made on 12 March 2019.
h) APP/Q3115/D/19/3226798 – P18/S3989/HH 1 Queens Road – Formation of habitable rooms in roofspace with 2 no. front elevation dormers. To note an appeal has been made to the Secretary of State against South Oxfordshire District Council’s decision to refuse the above planning application. There is no opportunity to submit further comments. The Town Council Objected to the application on the grounds of; overdevelopment, awkwardness of the design and parking.
