1 Apologies for Absence
 
Apologies for absence were received from Cllrs Cowell (Holiday) and Emery (Holiday).  Cllr Dodds (absent without apology).
 
2 Declarations of Interest and Dispensations
 
Cllr Fickling declared a pecuniary interest in planning application P15/S3394/HH as the architect for the applicant and withdrew from the meeting during discussion of the item.
 
3 Public Participation and Public Questions
 
There was no public participation and no public questions had been received.
 
4 Minutes
 
The Minutes of the meeting held on 20 October 2015 were confirmed as a correct record and signed by the Chairman.

Comment:  The Committee regretted the loss of the Yew hedge which could have been retained but lowered to the height of the proposed new brick wall.

6 Reports from Town Council Representatives
 
Cllr Stiles reported that the Transport Representatives Group had not met.  However, before attending the Committee meeting this evening the local news had reported that at a meeting today the County Council Cabinet had proposed to withdraw all bus subsidies and funds to the Dial a Ride across the County.  If this was the case it would be disastrous.  Cllr Stiles stated that if the decision taken by Cabinet today had to go forward to Full Council for ratification she would apply to speak on behalf of the Town Council dependent on the date and time of the meeting.
 
7 Puffin Crossing – Wenman Road
 
After considering the proposed location of the new Puffin Crossing on Wenman Road it was agreed that representation be made to the County Council stating that the Town Council considered that the location did not reflect the new footway access from Site C and would lead to pedestrians having to walk along the grass verge to use the crossing.
 
8 Draft Section 106 Supplementary Planning Document Consultation
 
It was agreed that the Town Clerk would respond to the Draft Consultation on behalf of the Council.
 
RESOLVED that:
 
i) The formal response on behalf of the Council to the Draft Consultation be delegated to the Town Clerk who would confirm that the recommendations were sensible and acceptable.
 
9 Affordable Housing
 
The Town Clerk reported that at a recent meeting he was reassured by the District Council that guidelines were in place for the allocation of affordable housing to rent and that an applicant had to provide evidence of a local connection to the town.
 
The guidance for the purchase of affordable housing was not known and would be investigated together with the rules applicable to Thame in relation to affordable housing.
