THAME TOWN COUNCIL

Minutes of a Meeting of the Planning & Environment Committee held on 8 November 2016 at 6.30pm In the Upper Chamber, Thame Town Hall.

1. Apologies for Absence

Apologies for absence were received from Cllrs Dixon (Personal), Dodds (Personal), Emery (Council Business) and Stiles.

2. Declarations of Interest and Dispensations

There were no declarations of interest. A dispensation is in place which allowed full discussion of the Thame Barns Centre Premises Licence Variance.

3. Public Participation and Public Questions

Mr Bishop spoke for planning application P16/S3388/HH as the owner of The Old Bakery. The proposal was to extend the existing garage to provide additional vehicle storage space and decked area on the flat roof.

The hedging along the boundary that provides privacy to the garden of The Old Bakery and screens the garage from public view would be retained. If, during construction some of the hedge had to be removed it would be replaced.

The same builders who constructed the original garage will carry out the extension using Green Oak and traditional materials to match the original building. The height of the extension will be lower than the existing garage.

The Minutes of the meeting held on 18 October 2016 were confirmed as a correct record and signed by the Chairman.

Amendment to previous application P16/S1145/HH (approved 23 May 2016). Single storey rear extension and alterations to bungalow including new windows and render front elevation. Extension to garage. To include increase width of rear extension to connect to garage and increase width of garage extension.

Subject to no objection from the District Conservation Officer and the use of the garage building remaining ancillary to the dwelling

RECOMMEND REFUSAL
1. Insufficient information on the intended retail use
2. Potential adverse impact on retail trade in the town centre
3. Potential loss of employment land and floor space
4. Lack of public transport connecting the industrial area to the town centre
5. Dependent on the type of retail use, potentially insufficient parking
6. No evidence to show the commercial unit has been marketed

6. P16/S3584/T28 – Installation of 1x DSLAM equipment cabinet
PCP023 – Road Running Through Moreton OPP Chestnut Barns Moreton Thame OX9 2HU

The proposal incorporates the installation of 1x DSLAM equipment cabinet olive green, the dimensions of which are: Height 1300mm x Length 1430mm x Depth 450mm.

Members noted the proposal and agreed to make no comment.

7. Premises Licence Variance Application – Thame Barns Centre

Members noted the consultation and agreed with the request for a 30 minute extension to existing hours on Friday / Saturday. And making alcohol available from 11am every day, to bring Monday-Thursday and Sunday in line with Friday / Saturday.

8. Reports from Town Council Representatives

a) Transport Representative – Cllr Stiles had given her apologies. The minutes from the Parish Transport Representatives meeting on 6 September 2016 were noted.

9. Disabled Persons Parking Place (DPPPs)

Members noted the response from the County Traffic Regulation Officer and requested that a formal request be sent to Mr Ruse to remove the DPPP space in Wellington Street that was no longer required.
