THAME TOWN COUNCIL

Minutes of a Meeting of the Planning & Environment Committee held on 7 May 2024 at 6:30pm in the Upper Chamber, Thame Town Hall.

1) Apologies for Absence

Apologies were received from Cllrs Dite (personal), Emery (personal) and Jones (personal). Cllr Dodds was absent without apology.

 

2) Declarations of Interest and Dispensations

Thame Town Council is the applicant for planning application P24/S1338/FUL. There is a general dispensation for all members to discuss and vote on applications where Thame Town Council is the applicant.

 

3) Public Participation and Public Questions

There was no public participation.
There were no public questions put to the Committee.

 

4) Minutes

The Minutes of the Committee Meeting held on 9 April 2024 were received.

RESOLVED that:

  1. The minutes of the meeting held on 9 April 2024 are confirmed as a correct record, and signed by the Chairman.

 

5) Planning Applications

1861 – 3 CORNMARKET

Alteration to the existing shopfront door and replacement of timber door panels with glazing. Two externally illuminated lettering signs to fascia band.

1864 – VARIOUS SITES AROUND THAME

Installation of 4 pieces of Public Art – ‘waymarkers’ – in 4 locations around Thame as part of a new ‘fun fact’ trail.

RESOLVED that:

  1. Thame Town Council supports planning application P24/S1338/FUL.

 

6) Consultation – East Street (Thame) – Proposed Residents Parking Permit Scheme

Oxfordshire County Council (OCC) are seeking views on the proposal to introduce residents permit holder parking to sections of East Street & Wykeham Park in Thame, which already exist in other roads within the town. The proposals are being put forward to help better manage the demand for residential parking, and also mitigate from potential external parking pressures from Town Centre workers and other non-residents. Any existing ‘No Waiting’ restrictions and ‘Access Protection’ markings will remain unchanged by these proposals.

OCC have developed the proposals as part of their wider plans for parking arrangements in Thame. It was understood that residents had requested residents parking schemes.

RESOLVED that:

  1. Thame Town Council support the proposed residents parking permit scheme on East Street and Wykeham Park.

 

7) Contrary Decisions 2023-24

The committee noted the report on planning decisions issued between 26 April 2023 and 29 April 2024 which were contrary to the Town Council’s recommendation.

Members noted that the signage at Yeats Lodge, which had been refused permission, was still in situ. Officers advised that an appeal had been lodged by the applicant and this may explain why the signs had not been removed.

 

8) Travel Plan Working Group

The report was noted. The Town Council continues to progress discussions with relevant stakeholders and explore alternative options for running the community bus following the rejection of the Charitable Incorporated Organisation (CIO) application.
