Minutes of a Meeting of the Planning & Environment Committee held on 7 June 2016 at 6.30pm In the Upper Chamber, Thame Town Hall.

1. Apologies for Absence

Apologies for absence were received from Cllr Emery (Council Business).

2. Declarations of Interest and Dispensations

Cllr Fickling declared an interest in planning application P16/S1470/FUL as a resident of Moreton. Cllr Jones declared an interest in planning application P16/S1638/HH as an immediate neighbour.

6. Reports from Town Council Representatives

a) Transport Representative – Cllr Stiles apologised that a written report had not been available for the meeting. Arriva and Carousel bus companies would continue to provide the 280 services and 40 services (including the Towersey loop) without subsidy. The 120 / 121 / 123 / 124 service operated by Vale Travel was still under threat. There was ongoing communication with local parish councils regarding the possible funding of a reduced service. The Town Clerk continued to press Vale Travel for passenger numbers to establish whether a Tuesday or Saturday service would bring most passengers into the town. Cllr Stiles thanked the Town Clerk and Officers for their continued hard work related to the bus services. A report on bus subsidy would be presented to the next Full Council meeting for consideration. If agreed contact would need to be made with Vale Travel before 20 July when the service was due to stop.

Officers continued to press the County Council for news on when the new bus stops in Howland Road would be given clearance, from a safety point of view, to enable bus operators to include the stops on their timetable.

Cllr Stiles had applied to speak at the County Council meeting on Thursday when the proposal to extend the double yellow lines in Elms Road would be considered. Cllr Stiles would put the case for extending the consultation and investigating traffic management in the local area rather than just Elms Road.

7. For Information

The items for information were noted.

Councillors noted the comments made in the Conservation Area Advisory Committee minutes regarding the increasing number of A Boards being used by local businesses and the potential hazard they cause to pedestrians if not suitably located.

A number of complaints had been received regarding the new DSLAM cabinet installed on the High Street outside the Co-op. Although the original T28 planning application, in 2014, had not been considered at a Planning & Environment Committee Officers had raised concerns with the Planning Authority at the time. A subsequent planning application in 2015 had been considered by the Town Council with a view to the cabinet being located in the alley. It would now be up to Planning Enforcement to adjudicate as to whether the cabinet is relocated.
