Minutes of a Meeting of the Planning & Environment Committee held on 6 September 2022 at 6:30pm in the Upper Chamber, Thame Town Hall.

1 Apologies for Absence

Apologies were received from Cllr Jones (business).

 

2 Declarations of Interest and Dispensations

Cllr Emery declared an interest in planning application P22/S2881/FUL as a relative of one of the neighbours, whilst this was not a pecuniary interest Cllr Emery did not debate this item.

 

3 Public Participation and Public Questions

Mr. Biagio Patalano spoke in support of planning application P22/S2932/LB. Mr. Patalano spoke as the owner of Biagio The Jewellers which had been trading in Thame for 34 years, and in April this year opened a café and restaurant ‘Caffe Gloria’. This new venture had been very successful to date, and the business was now seeking to expand by creating an opening at first floor to access the neighbouring property, 104 High Street. This would enable more indoor seating to sustain the business through the winter, as well as the option to provide a private dining silver service, and much needed additional toilet facilities.

Mr. Patalano confirmed that the new opening would be reinstated if the business ceased to operate.

Members asked for clarification on what internal alterations would be made to 104 High Street? Other than reinstating the original floorboards, there would be no structural alterations required.

It was moved and seconded that Members discuss and make a recommendation regarding planning application P22/S2932/LB immediately next.

 

4 Minutes

The Minutes of the Committee Meeting held on 26 July 2022 were confirmed as a correct record, and were signed by the Chairman.

 

5 Planning Applications

1616 – UPPER HIGH STREET

The addition of names of servicemen, identified through the Thame Remembers project, to the war memorial by the addition of bronze plaques. The refurbishment of existing lettering, cleaning of memorial and to cut and fill cracks to concrete steps.

Cllr Dyer spoke on behalf of Thame Remembers and advised he had a dispensation in place to do so. Several points of clarification were made to the Officer’s report. Regarding the suggestion of retaining the two small Great War plaques, whilst Thame Remembers would prefer that these be consolidated onto the new plaque, it was recognised that this was a planning consideration that the committee needed to consider. The main concern from the Officer’s report related to the suggestion of adding context to the new plaques, which would be a distraction and unnecessary. Thame Remembers felt it would be more appropriate that an information board be installed within the Memorial Gardens to explain context for the new plaques.

The Neighbourhood Plan Continuity Officer advised that Thame’s War Memorial had national significance in terms of capturing how Thame chose to remember its dead at that moment in time. Adding a simple reference to Thame Remembers or the year the new names are added would provide context to future historians and Thame residents to understand what happened and when.

After a lengthy discussion, Members agreed that any changes to the plaque wording and installing an additional information board, were not relevant to the listed building application and should be brought back to a suitable committee. Overall Members agreed in principle with the proposed changes to the War Memorial as set out in the application description.

6 Street Naming

The Town Council had been asked by the District’s Street Naming Officer to suggest names for the two streets as part of the development of 6 homes between Thame Park Road and Robin Gibb Road. The developer had suggested ‘Orchard Lane’ and ‘Paddock Lane’, however the Street Naming Officer did not support the use of ‘Lane’ as it was not appropriate for this development. It was noted that there was already an Orchard Close in Thame. The street names on the immediate development to the north and west of the site uses names of well-known Thamenesians, however the Town Council had no unused suggestions from local families.

After some discussion, it was agreed that the Town Council could put an article in its newsletter to ask that local families put forward names they would like to be considered for street names on this site.
