Finish all rendered elevations in traditional lime wash. Replace plastic gutters and downpipes with powder coated aluminium.

6 P15/S3607/FUL – Windrush, Bridge Terrace
Demolition of existing dwelling at Windrush and erection of pair of semi-detached dwellings and one detached dwelling (as amended to reduce the size of the dwellings and provide new vehicular access off Cotmore Gardens).
To receive a verbal report on the SODC Planning Committee consideration of Windrush.
7 Thame Neighbourhood Plan and the Planning Authority
Concerns were raised at the Planning & Environment Committee meeting on 15 March 2016 that the District Planning Authority are, not in all cases, putting enough emphasis on conformance with the Thame Neighbourhood Plan.
To consider the next steps, possibly based on further evidence gathering.
8 Elms Road – Proposed extension of current Parking Restrictions
Due to the residential development works adjacent to Elms Road and the construction of a new T-junction to access this development, Oxfordshire County Council have written to seek views on the proposals to extend the existing “No Waiting at any Time” (i.e. Double Yellow Lines) parking restriction on both the North and South sides of the carriageway by varying amounts.
The consultation was also raised at the Annual Town meeting; with a concern on its permanence.
To consider a response to the consultation.
9 Towersey Festival, Thame Showground
To comment on the Variation to Premises Licence application.
10 Tythrop Way / Kingsey Road Roundabout
Further to discussion on 23 February 2016, to note the response received from Oxfordshire County Council and consider any next steps.
11 Local Plan 2031 Call for Sites and Neighbourhood Planning
To note that South Oxfordshire District Council are updating their Strategic Housing Land Availability Assessment (SHLAA) and are inviting landowners to submit potential development sites for SODC to consider. This will help to inform the emerging Local Plan 2031, which will allocate housing sites (large strategic sites and smaller non-strategic sites). The new Local Plan 2031 will also allocate employment land and land for gypsy and traveller pitches.

a) P16/S0820/PDH – 51 Churchill Crescent – Demolition of existing structure. Erection of a single storey extension. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
b) P16/S0702/LDP – 53 Coombe Hill Crescent – Conversion of existing detached garage to home office. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
c) P16/S0805/LDP – 62B Queen’s Road – Insertion of a window to the south west elevation of the property. The window is of the same size and construction of the existing window. The window would be removed from the garage (south east elevation) to facilitate this. The garage window would be replaced by a single, obscure glazed window. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
d) P16/S0944/PDH – 5 Horseshoes Place – Erect a conservatory. The Local Planning Authority has stated it is unable to take any comments but if any Councillor has specific concerns please be prepared to raise them in the meeting.
